去年5月，著名导演张艺谋涉嫌"超生"一事被媒体热炒，当时曾做出正面回应的无锡市计生委也因数度"正在调查中"饱受公众质疑。在昨天的采访中，无锡市人口计生委主任许伟英首先对此做了一个澄清，她解释无锡市计生委之所以迟迟没有介入调查，是因为根据法律规定调查主体难以确定：
许伟英：因为陈婷这个事件，就这个超生事件来说，她的处理比较复杂，尽管也有网民提出很早就发现了这个情况，因为按照国家的流动人口计划生育管理的条例来看，她的计划生育管理应该在她的现居住地管理为主，因为陈婷包括她的孩子，另一个男方当事人张艺谋他们都长期不在无锡工作、学习、生活、居住，按照条例在现居住地管理为主，我们无锡就是说配合他做，这是法律上定的，一直有争议没定下来，这个就是按照我们计划生育的相关法规，包括社会抚养费增收国务院颁布的条例规定。当有这种争议的情况之下，没法解决，要由我们共同的上级人口计生部门去指定。那么实际上是在今年的7月底确定，这些把户口上在无锡了，就由无锡来解决。

张艺谋：超生违反了国家的计生政策，是我和我太太都做错了的一件事情。
对于张艺谋的这种做法，许伟英表示了赞许，同时她也告诉记者近一个月以来，在张艺谋本人的主动配合下，案件有了较快进展。
许伟英：目前这个事情，这两天张艺谋也回应了公众关注，他自己已经向公众道歉，我们觉得很好，对事情的顺利解决很有帮助。
许伟英说，目前敏感问题仍然在于张艺谋的收入核实，除张艺谋本人公开申报的以外，还需征询各方面的意见，并非计生部门一家之言，预计到元旦后，会给公众一个满意的处理结果。
许伟英：现在涉及到的敏感问题还是对于他收入的核定，除了张艺谋本人申报的以外，他还要征集到社会各方面的意见，就是还有没有新的情况，人家提出来收入上还有一些情况，我们打算是在元旦一过就可以解决，这个事情还确确实实由不得我们单方面定，这个会随时随地出现一些变化。我们相信由张艺谋本人真诚的认真的在进行配合，最终这个事情一定会得到圆满的解决。
另据无锡市滨湖区计生局工作人员表示，之前媒体估算的超700万元罚款并非官方发布的数据，由于目前案件仍在执行过程中，程序还没有走完，暂不方便向公众公开涉案细节。
根据2002年起执行的《江苏省人口与计划生育条例》规定，非婚生二胎及以上的，社会抚养费征收应按孩子出生前一年城镇居民年人均可支配收入的五倍至八倍缴纳。此外，实际收入是城镇居民年人均可支配收入二倍以上的，超出人均收入的部分还要再缴纳一倍至二倍的社会抚养费。所以张艺谋到底要承担多少罚款，还要和他的收入挂钩，我们也等待无锡市计生委最后公布的结果。
