对食药生产经营企业拟实行违规记分制管理
本报讯(记者杨滨) “北京将建立最严格的监管，实施最严厉的惩戒，守住食品药品安全底线”，在今天上午的北京市食品药品监督管理局工作会上，市政府副秘书长、市食品药品监管局局长张志宽透露，今年北京的食品抽样检测将继续保持10万个样本以上，加大高风险领域、高风险产品的抽验频次和覆盖率。同时建设网监中心，跟踪各类网站、网店销售食品药品行为，构建全链条无缝隙监管。
张志宽介绍，今年食品抽样检测继续保持在10万个样本以上，医疗器械、保健食品、化妆品抽验总数继续保持在1.2万件以上。加大高风险领域、高风险产品的抽验频次和覆盖率。同时加强不良反应监测，完善药品、化妆品不良反应和医疗器械不良事件监测体系，完善药物滥用监测网络，提高对严重性、群发性不良反应的预警能力。
针对目前网上销售食品药品的行为，将建设互联网监测中心，严厉打击网上和电视广告销售假劣食品药品违法行为。同时完善风险评估机制，强化对食品生物性、化学性、放射性等污染事件的监测，为评估筛查食品中有毒有害物质、应对重大突发事件提供技术支持。
今年，将实行最严格的市场准入。结合北京实际，加快推进食品物流配送、鲜切即食、现场制售等新兴业态相关准入技术规范的制定；严格审评认证，针对较大规模的食品生产经营、物流配送企业、中央厨房和其他较大规模的集体用餐单位，将建立食品安全技术审评制度，严防重大食品安全事故。“谁审批谁监管，同时制定从业人员守则，作为企业准入必备条件，”张志宽说。
同时，今年本市将出重拳、严惩处，形成“一处失信，处处受限”的食品药品企业自律环境。为此，本市将构建食品药品信用信息平台，统一归集从业人员和企业信用信息，并向社会公示。实行信用累积制度，拟研究对食品药品生产经营企业实行违规记分制管理，对屡次违规者加大处罚力度，停止经营资格直至实行产品退市、企业退市、区域退市。建立完善黑名单制度，对严重违法的食品生产经营企业，其法定代表人和主要责任人在一定期限内不得从事食品生产经营活动，对严重违法犯罪者实行终身行业禁入。
另据市食药监局今天上午披露，去年本市65大类食品的统一监测抽检合格率达到97.41%，其中，大米、小麦粉、食用植物油、猪肉、豆制品等6类重点食品的总体合格率达到98.35%。
