市教育局拟出台“十不准”规范义务教育阶段学校招生，征求意见稿提出
“公办学校不准招收择校生”“不准采取考试方式选拔学生”。日前，广州市教育局在其官方网站上挂出《广州市义务教育阶段学校招生工作意见(征求意见稿)》(以下简称《征求意见稿》)，明确以“十不准”原则规范义务教育阶段公办学校中小学招生。同时，《征求意见稿》指出民办初中“小升初”在小学毕业考试后进行，提前招生视为无效，其招收学生将不能获得学籍及毕业证书。
小学学位必须人户一致
与往年同时发布中小学招生工作意见不同，今年《征求意见稿》只涉及义务教育阶段，不含高中学校招生政策，文中对义务教育阶段招生提出“十不准”要求。
根据《征求意见稿》，今年广州义务教育阶段招生政策基本与去年一致，中小学招生都实行属地管理、免试就近入学(学生居住地与学校距离原则上应在3公里以内)。小学学位分配以实际居住地为依据、人户必须一致；初中学位则可根据实际，采取电脑派位、对口入学、地段划分以及“九年一贯直升”等方式进行分配。
在此基础上，各学校可保留一定比例的体育、艺术特长生，经审定的国家、省、市体育传统项目学校和体育、艺术特色学校可按规定招收不超过当年本校招生计划的10%的特长生。和去年一样，个别学校开展合唱、交响乐团项目，经市教育局同意，学校招收特长生比例由原来不超过15%调整为16%。
招生计划地段需提前公布
根据工作安排，各区(县级市)教育局要根据《征求意见稿》精神，制定本地区招生工作细则，并于今年4月30日前报市教育局。
不仅如此，各区(县级市)教育局要及时了解当地适龄儿童情况，合理划分小学招生地段，并保持招生地段范围的相对稳定。在小学报名之前，应通过官方网站等渠道向社会公布辖区内各小学招生地段、招生计划、招生条件、招生程序、咨询电话等；在初中招生工作开始前，相应的“小升初”政策内容也要通过官方渠道发布。

民办初中可申请电脑派位
此次公布的《征求意见稿》并不涉及外国语学校、民办学校的招生，其招生方案将另行规定。根据教育局要求，公办外国语学校将按《广州市教育局关于印发广州市公办外国语学校特色办学指导意见(试行)的通知》开展招生工作，简言之即就近、免试入学。
按照规定，民办初中“小升初”须在小学毕业考试后进行，并在区(县级市)教育局和民办教育协会的指导下进行，提前进行招生的，其招生行为视为无效，教育部门将不为违规招收的学生办理学籍和发放毕业证书。
值得一提的是，《征求意见稿》指出民办初中学校在有需要的情况下，可向属地区(县级市)教育局提出申请，由其提供电脑派位服务。
公示十日征求意见
目前，广州市教育局已在官网上挂出《广州市义务教育阶段学校招生工作意见(征求意见稿)》，并公开向社会征求意见。
