杭州从千岛湖引水的设想早已有之，但一直争议不断。2004年，浙江省水利厅曾对千岛湖引水方案做过讨论，初步设想通过隧洞取水至杭州闲林地区，而后分两条支线：一条向东北至杭州、嘉兴；另一条向东南跨越钱塘江，到杭州萧山区、滨江区。但未进入项目编制阶段就被搁置，一个重要因素是水利水电专家钱正英院士投了反对票。
2011年11月，《杭州市“十二五”水利发展规划》披露将建设十大水利重点项目，第一项就是新安江水库引水工程(新安江水库即千岛湖，为新安江水力发电站拦坝蓄水形成)，随即引起新安江下游建德市的反弹。当地人士认为，工程会对沿线生态环境造成难以修复的影响，甚至危及新安江水质。新安江建德段的水1/3来自千岛湖、2/3源于兰江。兰江水质堪忧，与新安江交界时通常为三类或更差，因为有千岛湖水的稀释、冲刷，新安江才能保有一江好水，冬季时千岛湖放水少，新安江就有变臭的可能，“如果引水工程启动，对建德不是抽水，是抽血。”
对此，周定炎表示，就引水工程对环境的影响，该局请中科院、浙江大学、中国海洋大学等专家做了30多个可行性报告，“影响是有的，但如果利大于弊、弊又在可控范围，就可行。杭州从千岛湖引水是两害相权取其轻。”
引水量仅满足杭州用水

这次启动的千岛湖配水工程是否预留向嘉兴甚至上海送水的空间？对此，杭州市千岛湖引水工程前期工作办公室相关负责人没有正面回答，只强调目前计划引水年径流量为9.78亿立方米，正好是杭州城区的生活用水量。他同时表示，今后会对工程方案向社会作进一步说明。
