  相比赚钱的本事,马俊飞实在不会藏钱。从呼和浩特到北京,马俊飞又是购房又是租房,在挥之不去的恐惧中,金条、美元、欧元、价值不菲的收藏品,逐渐堆满了两所房子,直至2011年6月案发。


  2013年12月底,马俊飞因为受贿罪和巨额财产来源不明罪,被河北省衡水中级法院一审判处死刑,缓期两年执行。


  上述两罪赃款合计超过1.3亿元。以其任职的22个月计算,马俊飞每月平均受贿近600万元,每天近20万元,每小时受贿近万元。


  而随着原铁道部部长刘志军以及马俊飞等人案件的宣判,铁路腐败系列案件也进入“第三季”:集中宣判期。窝案共有12名重要官员落马,12名前高官也将在悔恨和遗憾中度过后半生。


  平均每两天受贿一次


  2009年8月,44岁的呼和浩特人马俊飞被任命为呼市铁路局副局长,主管运输生产。


  当年9月,马俊飞上任不到一个月,内蒙古汇能集团通汇煤炭经营有限公司副总经理赵永明便找到他。经过一番“撮合”,赵永明承诺每月向马俊飞“进贡”5万美元,马俊飞的任务是为赵的公司提高铁路计划的兑现率。


  赵永明的承诺在马骏飞任内基本没有落空。至案发前的两个月,即2011年4月,赵永明及其所在公司按时按量向马俊飞支付贿款,次数高达20次,共计100万美元。


  马俊飞上任第三个月,即当年10月,内蒙古蒙泰煤电公司总裁助理奥凤岗也闻风找到他。相比通汇公司,蒙泰公司行贿招数有所变化,不是“细水长流”型,而是大手笔。后者分四次向马俊飞支付了600万元的贿款。


  当月向马俊飞支付“保护费”的还有内蒙古三鼎恒艺煤炭运输公司的承包人李峰和石家庄千禧源物资经销公司总经理郑敏丽。前者分10次支付了370万元;后者分14次支付了330万元。


  有关司法材料显示,铁路运能在相当长时间内是一个定数,而且“狼多肉少”,提高了某一家或几家公司的运输量,就必然要挤压其他公司运输量。当被挤压的公司发现运输量下降后,势必会分析个中原因,或者认为新上任的马俊飞在给公司颜色看,或者认为其他同行暗中使绊,但归根结底,解决办法只有一个,即搞定马俊飞本人。


  马上任的第四个月,即当年11月,内蒙古怡和能源集团有限公司计划调度中心主任王红梅便是在这一背景下,想方设法接近了马俊飞。按照王红梅及其公司其他领导商定的方案,车皮兑现率50%以上利润的一半归马俊飞所有。就这样,他们共14次向马俊飞行贿880万元。在距离马俊飞被监视居住的前一个月,该公司仍在向其支付贿款。


  此外,包头市九峰情鸿鑫煤炭公司分16次支付330万元、北京华汇通物流公司分18次支付420万元……向马俊飞行贿的公司总计多达40家。


  大部分行贿公司均在马俊飞上任之初便搞定了关系,行贿方式大多为现金,有的公司只送黄金,如上海中能电力燃料有限公司等。


  有关司法材料显示,马俊飞仅受贿罪一项,共收受人民币0.59亿元、美元211万、欧元0.5万、英镑0.5万、黄金5.9公斤,合计人民币近0.75亿元。


  在案件侦查过程中,侦查机关从马俊飞位于呼和浩特和北京的住宅中,查获的现金包括人民币0.88亿元、美元419万、欧元30万、英镑2万、港币27万、黄金43.3公斤。减去可查明来源的受贿款外,仍有0.63亿元的贿款不能说明来源。


  《第一财经日报》记者根据有关司法材料统计,上述款项和赃物,马俊飞共分269次收受。在其任职内,几乎平均每两天就要受贿一次。


  纵观马俊飞269次受贿,均集中在提高铁路计划兑现率或者提高铁路煤炭运输量等方面。原铁道部运输局局长张曙光、副局长苏顺虎、政治部宣传部副部长郭文强、呼和浩特铁路局原局长林奋强以及商人丁书苗等贪腐案情也均与铁路运能有关。


  内蒙古自治区的经济被喻为“车轮上的经济”,呼市铁路局位置的重要性可见一斑。在以刘志军为首的铁路腐败系列案件中,问题就主要集中在呼和浩特铁路局和太原铁路局两家“油水”最大的铁路局上。刘志军对这两个铁路局的人事调整也最为关注,甚至直接过问。


  公开资料显示,基于设施和技术条件的限制,内蒙古铁路运输主要干线动力供给接近极限,主要站场能力饱和。在铁路运输能力总量上,呼市铁路局全局日请求车已达万辆以上,但满足度只有41%,其中煤炭运输满足度只有37%。


  物以稀为贵,马俊飞等人正是在这一背景下,让手中的权力在寻租平台上发挥到了极致。


  不消费、不退赃


  实际上,在马俊飞上任之时,原铁道部政治部主任何洪达已经身陷囹圄,刘志军势力也初现被瓦解的征兆。


  马俊飞对此并非没有警觉。知情人透露,马俊飞在这个位置只能选择“干还是不干”。不干,一辈子就会默默无闻;干,就要背负身陷囹圄的风险。


  上述人士表示,马俊飞本人比较“老实本分”,也没有其他不良嗜好,“用钱”的地方也不多。有关材料显示,马俊飞一直在呼市铁路局招待所居住,与妻子十几年的合法收入为500多万元。上任副局长前,他以合法收入在包头和北京分别购买了一套商品房和一辆价值30余万元的皇冠轿车。


  接近马俊飞的人表示,其实自收受第一笔贿款后,马便如坐针毡。


  他曾向办案人员表示,有人拎着内存百万元的皮箱,直接就放到办公室,不收就会被人视为异己,“上了贼船下不来”,只能任由金条和现金逐渐堆满房子。


  上述知情人说,马俊飞几乎没有动过贿款,这也是马被轻判为死缓的原因之一。


  有参与案件的人曾经不解地问马俊飞:“这么多钱放在那里,你不消费,也不退赃,为了什么?”他回答,开始是心存侥幸,但是越到后来,就越感到那些现金和金条是不定时炸弹,一点侥幸的心态都没有了。不消费,是为了将来轻判一些;不退赃,是因为不知道该怎么退,也无法退还。


  司法材料显示,出事前,马俊飞的妻子经常在北京居住,但对他在北京租房的事情毫不知情,对其在呼和浩特购置的房产也毫不知情。马俊飞的孩子也未纠缠到此案中。而真正让他得到解脱的,是终于被有关部门和司法机关采取了强制措施。


  于是,在办案机关只掌握了300万元受贿线索的基础上,他一股脑地交代了剩下一个多亿的赃款和赃物。


  而随着刘志军以及马俊飞等人案件宣判,铁路腐败系列案件也进入了集中宣判期。


  据本报记者了解,刘志军案最大的“掮客”商人丁书苗、原铁道部运输局局长张曙光、原铁道部运输局副局长苏顺虎、昆明铁路局原局长闻清良、呼和浩特铁路局原局长林奋强等人均将在近期宣判。
