该发言人表示，对香港个别人到驻港部队营区门外进行滋扰，并擅自闯入中环军营的行为，中央政府严重关注。驻港部队根据《中华人民共和国香港特别行政区基本法》和《中华人民共和国香港特别行政区驻军法》在港履行防务职责，这是国家主权的象征。包括中环军营在内的所有驻军营区受到法律保护，不可侵犯。个别人无视法律规定，擅闯驻军营区，理应受到法律惩处。
香港警方拘捕擅自闯入驻港部队总部两名男子
香港警务处警察公共关系科1日表示，经搜集有关证据及调查后，中区重案组1日中午在港岛拘捕一名28岁招姓男子，当日下午在长洲拘捕一名40岁张姓男子，他们涉嫌在2013年12月26日下午擅自闯入位于中环军营的解放军驻港部队总部。
香港警方表示，他们的行为触犯《公安条例》(第245章)第38条，在无许可证情况下进入香港驻军禁区。两名被捕男子现正被扣留调查。
2013年12月26日下午，数名香港市民未经解放军驻港部队批准，并不顾军营营门哨兵的警告，强行闯入中环军营进行滋扰。
