  2013年,李克强总理上任后首次出访,第一站就是印度,充分体现出新一届中国政府对中印关系的高度重视;随后,印度总理辛格访问中国,实现了自1954年以来两国总理的首次年内互访。


  “世界期待亚洲成为全球经济的引擎,这离不开中印‘两匹大马’的带动;亚洲要成为世界的和平之锚,需要中印两个大国同心戮力。没有中印两个世界上人口最多的国家的和睦和谐与共同发展就不会有人们期待的亚洲世纪。”李克强总理如是说。

  民间密切交流是两国关系基石


  印度中国研究所(ICS),是印度一所专门从事中国问题研究的权威学术机构,代表着印度中国学研究的一流水平。中国研究所主任Alka Acharya(下图)同时也是印度尼赫鲁大学东亚研究所教授,是印度国内知名中印问题专家。


  南方日报:您如何看待中印关系的现状及未来发展趋势?


  Alka Acharya:在现在和将来的很长时间内,中国和印度的关系是亚洲最重要的双边关系。


  虽然两国间还存在一些问题,例如尚待解决的边界问题等,但两国都清晰地认识到解决这些问题的唯一办法是协商对话。总的来看,两国关系正朝着积极的方向迈进。


  南方日报:印度学界对待中国的态度如何?


  Alka Acharya:根据立场不同,不同的学者对中国有不同的看法。有人对中国十分友好,认为中印关系是国际关系的关键;但也有人认为,中国在许多方面的发展都快于印度,中印间有不小的差距,而这给印度带来了一定的威胁,印度需要更为谨慎对待这个强大的邻居。但基本的共识是,双方需要搁置争端,进行充分的交流合作,也只有合作是解决争端的最终办法。


  南方日报:不少印度民众对中国并不十分了解,甚至带有偏见,这是为什么?


  Alka Acharya:印度国内民众对中国的了解不多,他们只能通过少数报纸上提供的信息去了解中国。而这些媒体中从事对中国报道的记者很少,很多时候是采用来自其他媒体的信息,这使得印度国内的民众很少能获得来自中国的真实信息。此外,出于印度民众的爱国心理以及对边界问题的重视,印度媒体经常会对一些关于边界问题报道进行夸大和炒作,这就使得当民众想要忘记曾有的不愉快时,时不时地会在媒体上获得关于中国的不好的信息。


  南方日报:您觉得如何才能让中印双方政府间的合作扎扎实实地落地?


  Alka Acharya:问题的关键在于,现在的中印交往呈现出民间和官方不对称的状态,领导人之间的互动很频繁,两国学者间的交流也有不少,但两国人民间的直接交流却很少,这使得中印交往呈现出一个“倒三角型”的状态。真正健康和谐的两国交往应该把这个三角型摆正,领导人直接的互动是两国交流的一部分,但来自两国民间的直接密切交往才是两国关系健康良好发展的基石。


  在政策落实方面,印度政府制定相关政策时会受到多种因素的影响,各方观点不一使得进展非常缓慢。具体来说政府关于中国政策的制定会受到来自反对党、社会舆论、国家安全部门、学界、企业等各方意见的影响。现在出于国家安全的考虑占了很大的比重,这就使得政府在制定有关中国的政策时尤其谨慎。在未来,只有来自经济领域的企业的积极声音足够强大,能够产生决定性影响时,相关政策的制定和落实才会更加高效。
