新华网重庆1月2日电 (记者张桂林)为确保三峡水库水环境质量和生态安全，重庆市日前对库区产业发展开列“负面清单”，禁止布局危化类、污染水体类、破坏植被类、高耗能类、民爆等高安全风险类产业。
根据重庆市最近实施的“建设五大功能区域”规划，包括万州、开县、云阳、丰都、忠县、奉节、巫山、巫溪等三峡移民区县在内的11个区县，被划定为渝东北生态涵养发展区，要求坚持加快发展与保护生态并重，着力涵养保护好三峡库区的青山绿水。为此，重庆还专门配套产业布局优化指导意见，列出了产业布局“负面清单”。
重庆市市长黄奇帆介绍，按照“负面清单”，一是不得在三峡水库库周地带布局危化等化工企业，以及破坏地质条件的采矿业；二是不得布局会对三峡水库水体造成污染的产业项目；三是不得布局会对库区生态林等各类植被造成破坏的项目；四是不得布局民爆及相关高安全风险的产业项目；五是不得布局高耗能产业项目。
在开列“负面清单”的同时，重庆还对三峡库区确定了实施开发和产业布局的基本原则，即“面上涵养、点上开发”，重点依托特色工业园、旅游开发区、重点城镇区集约化发展产业。鼓励和支持发展页岩气、风电等清洁能源、特色旅游、农副产品、特色资源加工等优势产业。并通过土地资源分类配置、煤电油运要素分类保障、环境分类约束等措施，引导库区因地制宜发展，最终建设成为长江流域重要生态屏障、长江上游特色经济走廊、长江三峡国际黄金旅游带和特色资源加工基地。
