“我说可以啊，不停工你坐牢啊，你人先进去啊。”陈奕君提高语气说，“你(企业)已经对我们的土壤、空气、环境影响了这么多年了，这些账算得清么？不停工还赚老百姓的血汗钱，这样的企业要你干吗？这样的企业家我们不欢迎。说严重一点，这是断子绝孙的钱，你都敢赚！”
“有一些行业，还是中外合资企业，占了我们土地很大，几千亩，却没什么税收。这样的企业，要采取力度更大的限制措施。”
“中心城区一幢大楼是几个亿的税收，多的有十几个亿。个别中外合资企业，占了我们五六千亩土地，产出就那么几个亿，污染全部在我们当地。这样的企业我们不要。”
陈奕君说，企业家包括老外要讲点良心讲点道德。
据了解，2014年，市政府将着重抓好重污染行业的整治提升工作。到2014年底，除了搬迁的企业外，其他的企业要全部完成整治提升和验收，尤其是化工、铸造和金属熔炼三大行业。
“对高排放、高污染、高能耗低效益的，要坚决淘汰，经信委要抓落实，把名单列出来，没有讨价还价的余地。”
明年市政府还要加大对十一个县市区和有关部门对环境保护工作的考核力度。
在环保问题上，市政府专门在公安局增编增人，成立专门的公安环境犯罪侦查支队，在社会上形成威慑力。环境犯罪侦查支队的职责包括，组织、指导、协调侦办涉嫌环境犯罪的刑事案件，直接查处和侦办社会反映强烈、下级公安机关查办困难的环境犯罪案件及市委、市政府和上级公安机关交办的影响环境安全的重大案件等。
杭州大气重污染应急预案(试行)
经监测预测未来两天AQI指数大于200时即会启动。
AQI超过450，会启动红色预警，2/3公车停驶；错峰限行延长，当日高峰被限行的2个车号的车辆，限行时间为6时至24时，限行范围不变。
AQI301—450，启动橙色预警，停驶1/2的公务用车。
AQI201-300，建议中小学减少暂停各类室外体育活动，托幼机构暂停所有幼儿室外活动。
