Organs owed 1.8 billion were executed in Zhanjiang， Guangdong has basically pay off

　　之前，湛江市中级人民法院公布，当地上百个各级党政机关未执行法院生效判决，涉及案件780宗，“欠债”高达18.5771亿元(相关报道见本报2013年11月19日第十一版)。资料显示，这些债务80%都是上世纪八九十年代形成的，其中约55%用于基础设施、文化设施以及其他公益类建设，约42%用于党政机关办企业和为经济活动担保。

　　2013年11月7日，湛江市委、市政府专门召开会议进行动员部署，要求在当年12月31日前完成清偿任务。市委书记刘小华提出，全市各级党政机关要树立“新官要理旧账”，“发展是政绩、清还历史债务也是政绩”的理念，按照“谁欠债谁还钱”原则分清债务偿还责任，并组成4个督查组对执行个案进行实时督查跟踪。

　　作为主办单位，湛江市区两级法院以2—3名执行法官为一个工作组，确定专人办理专案制度，通过查封、扣押、冻结财产等强制措施促使欠债单位履行还债义务，对个别拒不履行的欠债单位则采取拍卖、划拨等措施强制执行。
