  记者发现,海北广场附近的农民自建房租赁市场十分红火,租金普遍在10元—15元每平方米之间。在租金相差不大的情况下,更多的外来工选择手续更简单的农民自建房,公租房沦为“空租房”。


  “申请的人确实不多,大概250户。”佛山市南海区大沥镇国土城建和水务局副局长黄胜威介绍,海北广场一期共有640套保障性公租房,已经入住和成功申请的共210户,目前仅入住100户。

  “审核过严,主要是政府部门怕出问题;但手续过多,又迫使外来务工人员干脆去市场租房子。”佛山市住建局住房保障科科长陈小勇坦言,要搞好公租房管理,首先必须有一批专职人员,但目前公租房的审核任务主要落在了社区居委会一级,而居委会又承担了繁重的日常工作,一般由两三人兼职,缺乏专门机构和专职人员,造成了审核工作的拖沓和不专业。


  保障房政策应向非户籍人口倾斜


  记者从佛山市住建局了解到,截至2013年10月18日,佛山市已建公租房8450套,共分配5100套,空置率达近40%。


  而东莞市最大的保障房小区雅园新村,空置率更是惊人。记者日前来到该小区,一名物业管理员告诉记者,雅园新村已建设完工的保障房达4852套,其中廉租房有600多套,2011年即开始入住,但截至目前仅160多户入住。据了解,东莞市的公租房管理办法至今还未出台,让苦等多年的市民不断失望。


  此前广东省审计厅的报告显示,2012年广东有13个市本级、28个县(市、区)11464套保障性住房处于闲置状态。


  “对于保障房空置现象要进行问责。”中国房地产学会副会长陈国强认为,当前保障房空置已成为一种普遍社会现象,很值得反思。其根本原因在于地方政府机械地理解中央的保障房政策,一味追求完成表面指标任务,而不去真正关心老百姓的需求,结果既造成资源浪费,又没有解决实际问题。
