新华网太原1月1日电(记者王井怀)经过半年多时间的征集意见、逐步完善，《山西省重污染天气应急预案》于2013年12月底正式通过山西省政府批复并发布实施。其中规定，在一级红色预警时，采取中小学及幼儿园停课，排污企业限产、停产，车辆单双号限行等措施。
按照《预案》要求，山西省将成立重污染天气应急指挥部，由分管环境保护的副省长任总指挥。指挥部将综合考虑空气污染程度、影响范围等因素，分三个级别发出预警。
据悉，省级预案以市级预案为基础，把大范围连片重污染天气作为省级预警和应急的重点。其中规定，三个或三个以上连片设区的市城市预警等级同时达到Ⅲ级及以上级别，但未达到省级Ⅱ级和省级Ⅰ级预警条件，启动省级Ⅲ级(黄色)预警。三个或三个以上连片设区的市城市预警等级同时达到Ⅱ级及以上级别，但未全部达到Ⅰ级时，启动省级Ⅱ级(橙色)预警。三个或三个以上连片设区的市城市预警等级同时达到Ⅰ级时，或太原和晋中两市同时达到Ⅰ级时，启动省级Ⅰ级(红色)预警。特殊情况的预警等级由指挥部确定。
《预案》规定，启动预警的同时启动相应等级的响应。各等级响应措施均包括健康防护措施、建议性污染减排措施和强制性污染减排措施三大类，明确了各设区的市不同级别应急响应措施应包括的基本内容。
在最高级别红色预警中，各设区的市除了执行Ⅱ级响应措施外，还会采取更严厉的措施，包括建议幼儿园、中小学停课，高等学校调整上课时间或停课；停止审批在重污染天气期间举办的户外大型活动，已经取得审批的通知其停止；各企事业单位和高校采取休假或弹性工作制；城市建成区内的社会车辆单、双号限行；对重污染企业实行更严厉的限产、限排措施，挥发性有机物排放企业停产。
