新华网杭州1月2日电(记者 方列)浙江省丽水市政府近日公布了龙泉市“9·15坍塌事故”调查结果，认定这起导致6人死亡的事故是一起因非法违法建设施工导致的生产安全责任事故，并决定对包括17名政府官员在内的20名责任人员及责任单位进行严肃处理。
2013年9月15日上午，龙泉市瓯江青瓷有限公司瓷品车间厂房在建工程的高大支模架发生坍塌事故，14名现场作业工人连同钢管、混凝土块等一起从楼顶掉落。事故导致6名工人不幸遇难，8名工人受重伤。
受丽水市政府委托，由丽水市安监局会同丽水市监察局、市公安局、市总工会、市建设局，并邀请市检察院组成事故调查组。浙江省质量检测科学研究院经现场勘察和样品检测等认定：事故直接原因是“高大支模架整体承载力及刚度不足，在其顶部进行混凝土浇筑施工，导致支模架整体坍塌。”
调查组调查表明，该起事故暴露出建设单位非法建设，施工单位非法挂靠，设计单位违法变更设计，图审单位违法通过图审，也暴露出当地政府督促落实安全监管责任不力，工业园区安全职责分工混乱、履职不力，建设行政主管部门安全监管严重缺位，对非法违法行为查处不力等问题。
丽水市政府决定，对有关责任人员及责任单位进行严肃处理：建议移送司法机关追究刑事责任4人，给予党政纪处分15人，诫勉1人，其中副处级领导干部3人、科级干部8人、股级干部6人、企业主要负责人3人；对龙泉瓯江青瓷有限公司、龙泉市安盛建设工程有限公司、丽水市同德建筑设计有限公司、丽水市建筑工程施工图审查中心4家单位及2名企业相关责任人员依法给予行政处罚；责令丽水市建设局、龙泉市政府、浙江龙泉工业园区管委会、龙泉市住建局等单位作深刻检查，查处结果向社会公布。
