兴隆镇一位村主任说，给村民宣传新农保、新农合，收缴钱款事宜由村支书、村主任和会计三个人负责，新农保工作做起来有难度。
村主任：农民一怕政策变，二怕不兑现，第三还在想我说不定还活不到60岁。
村支书：20多岁的，30多岁的占多数，他买买到60岁，要买30多年，他觉得不划算。
兴隆镇副镇长吴亚解释，他们镇分到的任务是9000人，除去失地农民、外出打工人员、已经参保人员等，任务指标大概占到应买人数的一半左右。在他看来，分任务主要还是为了督促基层工作人员。
吴亚：每年他(县里)要跟你签一个责任书，让这个惠民政策，我理解就是让我们基层督促下一级干部，不留死角，不要因为自己的怠慢，没有通知到该享受这一政策的人群。
中江县人社局分管此项工作的副局长介绍，德阳市给中江县下达的2013年新农保参保任务是53万人，他们自加压力，要完成60万人，为的就是尽早实现广覆盖。
副局长：我们县委政府下了个任务，我们下去督查的时候，乡镇也给我们提出，目标任务不合理，因为我们这个目标统计数是根据11年的统计，肯定每年的人数都是动态的，人数实际上每年都在发生变化。这个确实待遇有点低，起点太低了，交了15年，每年交1000块钱，到60岁，一个月只能领到170多，这个政策在构架上对老百姓的吸引力不大。
