北京市环保局介绍，按照《2013-2017年清洁空气行动计划》要求，2013年北京市率先实施第五阶段机动车排放标准，加快老旧车辆淘汰，促进在用车排放达标使用，全面提升监管能力，认真落实各项机动车排放污染防治措施，机动车排放污染防治工作取得了一定进展。
2013年1月1日起北京正式实施《进一步促进本市老旧机动车淘汰更新方案(2013-2014年)》，从2013年1月1日起至2014年12月31日北京将继续采取措施促进老旧机动车淘汰更新，并将报废老旧车车均补助标准由原来的每辆车4500元提高至6500元，将报废补助车辆使用年限相应地由6-8年及8年以上调整为6-10年及10年以上。
据介绍，2013年北京全年共淘汰老旧机动车36.6万辆，发放补助资金8.05亿元。经核算，淘汰36.6万辆老旧机动车可年减少一氧化碳、氮氧化物、碳氢化合物和颗粒物排放共12.8万吨，其中氮氧化物8925吨。
前11个月成品油抽检合格率超99%
北京市环保局介绍，北京市在对机动车排放多种手段全面监管的基础上，进一步加大执法力度。
去年北京日常路检夜查、遥感检测、入户检查和进京口检查各类车辆882万辆，查处违规车近5.6万辆次。其中，在全市83个遥测点位开展遥感检测非现场执法，共检测机动车642万辆次，对超标车非现场发通知近3.6万辆次；通过采取预约检查、举报倒查、超标复检等方式，加大对公交、出租、货运、长途客运等单位的入户抽查，全年入户抽查各类车辆39.7万辆次，处罚超标车辆4700辆次。
在提升油气油品监管强度方面，北京市环保局介绍，全市共检查加油站2.8万座次，储油库648座次，油罐车1346辆次；抽测加油站2689座次(合格率87.2%)，储油库19座(合格率68%)。全市共处罚违法加油站和储油库、油罐车共139件次，罚款124.5万元。为保障油品质量，确保车辆稳定达标，加大对油品的抽检力度。
据悉，截至去年11月5日，工商共抽检707户次成品油经销企业、1345批次油样，合格率为99.1%。其中，涉嫌销售不合格成品油的11家经销企业被立案调查。
2017年底机动车保有量不超600万辆
据介绍，北京市政府相关部门制定了新的《北京市小客车数量调控暂行规定》实施细则，已于11月27日印发，于2014年1月1日起实行。到2017年四年间，增量小客车指标额度共60万个。年度配置指标总量由24万个减少到15万个，从而使机动车保有量到2017年底不超过600万辆，在指标结构构成上增加示范应用新能源小客车指标类别并逐年增加所占比例。
60万个增量小客车指标额度中，43万个是普通小客车指标，17万个为北京市示范应用新能源小客车指标。2013年普通小客车指标共13万个，新能源小客车指标2万个。
此前，北京市环保局在通报2013年北京空气质量状况时介绍，机动车尾气对北京PM2.5贡献率超22%。在北京市2013-2017年清洁空气行动计划及84项重点任务分解中，机动车排放污染控制措施就占到22项。
