今天上午，记者从渭南市临渭区人民法院获悉，此次公开审理对象为高文平、司欣、姚军民、王莉4人，4人均于2013年9月24日因涉嫌事业单位人员失职罪被富平县公安局取保候审，之后在家。
检方调查认为，该4人身为国有事业单位工作人员，在工作中严重不负责任，致使张淑侠趁机从医院将多名婴儿抱出拐卖，应以事业单位人员失职罪追究4人刑事责任。
据临渭区人民法院工作人员介绍，渭南市公检法各单位代表、市区两级人大代表、政协委员、市民代表、记者等共100余人参与旁听。

高文平：男，56岁。事发时任富平县妇幼保健院产科主任
高文平自2012年9月任富平县妇幼保健院产科主任。
在任职期间，他未能按照职责要求认真组织开展产科业务工作和技术培训，对产房各项规章制度和操作规范的执行情况，未能认真履行检查督促职责，对产房出现的违规操作、无章可循等问题未能及时发现，导致多名婴儿被拐卖。
司欣：女，39岁。事发时任富平县妇幼保健院产房临时负责人、产科助产士
司欣在2013年5月29日、7月16日分别负责为产妇王某艳、董某珊接生的过程中，听信张淑侠安排，未能正确履行《产妇分娩流程规定》等职责，在胎儿娩出后，没有将新生儿抱给产妇辨认性别，没有进行母婴皮肤接触，没有将产妇和婴儿一同送入病房交给病房护士，仅将产妇只身送出产房交给家属，放弃了对婴儿的监护，为张淑侠将3名婴儿从产房抱出拐卖留下可乘之机。
姚军民：男，52岁。2006年4月任富平县妇幼保健院主管业务的副院长
姚军民分管产科工作，未能认真履行职责。对产科相关制度、医护常规和技术操作规程执行情况督促检查不到位，对产科日常工作中死婴、死胎及家属放弃婴儿的处理中存在的问题，未能及时发现并处置，导致多名婴儿在该院被拐卖。
王莉：女，43岁。2009年4月任富平县妇幼保健院院长
王莉负责妇幼保健院全面工作，未能认真履行职责，对院内各项规章制度、职责流程的监督、落实不到位，对产科日常工作中死婴、死胎及家属放弃婴儿的处理中存在的问题，未能及时发现并处置，导致多名婴儿在该院被拐卖。
