2014年伊始，广州国际健康产业城管理委员会主任覃朗辞职下海的消息，让公务员下海的话题再次火热起来。
经广州市白云区官方证实，覃朗于2013年11月辞职，已到一家房地产企业任职。目前，广州国际健康城管委会一职已安排其他干部接任。覃朗也由此成为近6个月里，广州市第四位被证实辞去公职“下海”的处(厅)级官员。
覃朗现年43岁，其工作经历起始于政法系统，后来被安排到广州市白云区委组织部任职，2006年接任白云区建设和市政局党委委员、副局长，此后一直在规划建设系统任职。
2013年5月，覃朗才开始担任广州国际健康产业城管理委员会主任一职，但仅仅半年后，他即向白云区提出了辞职申请。在接受媒体记者采访时，覃朗表示辞职是出于个人未来的考虑。白云区高层官员出面挽留未果后，批准了其辞职报告。
另外三位辞职“下海”的公务员，分别是原广州市公安局政治部人事处处长陈伟才、广州南沙经济技术开发区(含保税港区)管委会副主任、南沙区委常委、常务副区长孙雷，以及不愿透露姓名的广州某区旧城改造办主任。
现年47岁的孙雷，曾历任广州开发区商业服务总公司副总经理、广州经济技术开发区办公室副主任、广州经济技术开发区经济发展局副局长、广州市对外贸易经济合作局副局长等职务，2009年5月开始担任南沙管委会副主任、南沙区委常委、常务副区长等职，是四人中级别最高的官员。
他们的去向均是到企业任职：陈伟才被格力电子聘为副总裁，负责公司人事和安全业务；孙雷接受邀请，出任了浙江传化集团下属的杭州传化科技城有限公司总裁；匿名的原旧城改造办主任，也到企业担任了高管职务。
在此四人中，孙雷辞职的消息引起了最多关注。一方面是因其拥有产业经济学博士学位，被誉为是“明星官员”；另一方面也是因为广州市有关领导曾出面挽留。
一位体制内人士对21世纪经济报道记者表示，官员下海的现象未必与目前的体制环境有多大关系，更多的可能是出于个人因素的考虑，而这种从官场到商场的人才流动，应该被视为一个正常现象。该人士表示，这可以为年年增长的“公考”大军提个醒，体制内外的个人发展空间差距正在缩小。
不过，体制内的人跳出去，并不能浇灭体制外的人们冲进来的热情。据公开数据，2014年国家公务员考试报名于2013年10月24日18时收官，通过资格审查的人数已经超过140万人，再创历年新高，岗位的平均报考录取比例高达70︰1。
