新京报讯 (记者邢世伟)昨日，记者从最高检获悉，2013年1月至11月，全国检察机关共立案查办贪污贿赂犯罪案件27236件36907人，其中大案21848件，占立案件数的80.2%。
损害群众利益贪腐案总金额55亿
最高检方面透露，去年，全国检察机关在坚决查处大案要案的同时高度重视查办发生在群众身边的贪污贿赂犯罪案件。“一些发生在群众身边的贪污贿赂犯罪尽管涉案金额不大，但直接侵害群众合法权益，直接损害党群干群关系，人民群众非常痛恨。对此，我们有针对性地加大查办贪污贿赂犯罪力度。”最高检反贪部门有关负责人说。
据介绍，去年1至11月，全国检察机关共立案查办发生在群众身边、损害群众利益的贪污贿赂犯罪案件16510件23017人，分别占立案总数的60.6%和62.4%，其中大案12824件，占77.7%，要案825人，占3.6%，涉案总金额55.1亿余元。
贪腐案撤案率不起诉率逐步下降
该负责人称，与此同时，各级检察机关突出查办大案要案，深入查办经济社会发展重点领域和侵害人民群众切身利益的犯罪案件，不断加大追逃追赃力度，依法严惩各类贪污贿赂犯罪。立案侦查贪污贿赂犯罪案件的起诉率、有罪判决率逐年提高，撤案率和不起诉率逐步下降，实现办案力度、质量、效率、效果的有机统一。
检察机关还积极探索创新完善侦查一体化、与有关部门的协作配合、信息共享和快速查询等工作机制，并进一步推进执法规范化建设。据了解，最高检围绕反贪污贿赂工作中容易发生问题的关键环节，先后下发30多个规范性文件，不断完善执法规范和监督制约机制，提高反贪办案的规范化、制度化、科学化水平，确保贪污贿赂犯罪侦查权依法正确行使。
