  省直党政机关调整分割清退办公用房525间


  记者赵静报道记者从省直房产管理办公室了解到,为全面贯彻落实中央八项规定和中央、省委有关文件精神,切实做好全省党政机关办公用房专项整治工作,我省采取有力措施,目前已调整分割清退办公用房525间,涉及近两千人。


  据了解,为加紧推进整改工作,我省专门成立了全省办公用房专项整治推进小组,同时设立了推进小组办公室,制定下发了全省办公用房专项整治工作方案,规定了“不得放宽标准,不得避重就轻,不得随意变通”的整治工作三项基本原则。


  为加快工作效率,推进小组办公室划分了三个工作组。督导检查组负责办公用房整改工作的实地督导检查工作。宣传教育组负责办公用房整改情况的宣传工作。综合汇总组负责办公用房整改情况的综合汇总工作。为进一步了解掌握各地区各部门整改情况,推进小组办公室还专门制作了专项统计表。


  推进小组3个督查小组积极开展工作,重点督查各地区各单位是否成立了组织领导机构,是否制定了整改工作实施方案,是否召开了专项会议部署,是否严格按照政策规定执行,是否采取实质性措施开始整改等。


  督查小组还根据具体情况和政策规定,为各单位的整改工作提供科学的指导建议。针对专项整改工作中出现的突出问题,如长期出租、出借办公用房,长期租用办公用房,搭车技术业务用房建设办公用房等问题,督查小组提出了具体意见和建议,防止问题反弹。目前,督查小组已对省人大、省政协、省发改委、省科技厅等30个单位开展了实地督查。为及时解决整改工作中遇到的新情况新问题,推进小组办公室综合汇总情况,召开6次专题研究会,进一步明确了9个政策规定。属于文物的办公用房,严格按办公用房标准执行;超标准面积的办公用房在改造时,必须按标准面积改造,不开口子;对超标准面积的领导干部办公用房,分割出的会议室或会客厅,如果还是领导专属区域,等于没有整改;人大、政协专属会议室,如表决会议室、阶梯会议室等公共服务用房,可由地方自行掌握;省人大、省政府、省政协秘书长可参照市级正职办公用房使用面积32平方米执行;对于事业单位可否使用行政单位办公用房,应按白头文件要求执行;不超过标准面积30%的办公用房,可继续使用;不驻会的主席必须腾退办公用房;协会使用机关办公用房的要缴纳租金,租金收入严格按照收支两条线规定管理。此外,为准确掌握整改情况,研究制定了省级党政机关办公用房专项整改工作统计表,界定了整改范围等细节问题。


  整改开始后,省级领导干部率先垂范,带头整改,以上促下。目前,全省48名在职省级领导干部中24名超标准面积的均已全部按照中央规定的标准整改完毕。21名省级离退休领导干部全部腾退了原单位配备的办公用房,上交了钥匙。


  各地区各部门坚持标准,严格开展专项整治工作。省委、省人大、省政府、省政协各系统,沈阳、大连、省高法、省高检迅速行动,都已召开办公用房整治工作动员部署大会,制定相应整改工作方案,层层动员,层层部署,消除了观望等待、拖拖拉拉的情绪。101个省直单位都制定和上报了整改方案,并开展了整改工作。


  省人大对超标准的省级领导干部办公用房,先改造一个样板间,经验收合格后,依次按照样板间全部整改完毕。省人大机关,采取按房间面积确定安排办公人数的方式,认真整改,共腾出12间办公室。省知识产权局、省科技厅已完成整改任务。截至2013年12月26日,我省已完成调整办公用房408间,调整面积8980平方米,涉及人数1632人;分割办公用房105间,分割面积1890平方米,调整人数315人;12名厅局领导干部已腾退多占12间办公用房,面积232平方米。
