1月5日全国公安机关2013年道路交通事故情况通报分析会上介绍，在去年面临汽车增加1651万辆、驾驶人增加1790万人、交通流量大幅增长、恶劣天气多发频发等不利条件下，全国道路交通安全工作取得明显成效，较大以上事故同比下降18.3%，一次死亡5人以上事故同比下降15%，重大道路交通事故发生16起，同比减少9起，未发生特别重大道路交通事故，是1990年有重特大事故统计以来历史最少的一年，全年未发生重特大事故的月份也首次达到6个，并首次实现了自1999年实行“黄金周”以来元旦、春节、国庆等全部节假日重特大事故“零”记录。公安部副部长黄明在会上讲话要求，各级公安机关要认真总结经验，进一步增强信心和决心，增强使命感和责任感，增强针对性和有效性，深刻认清形势，坚持科学施策，全力预防和减少重特大道路交通事故。

黄明要求，各级公安机关要清醒认识到当前仍然处于事故预防的艰难期。我国道路交通安全基础依然薄弱，还有许多影响和制约道路交通安全的难题未得到有效解决，因道路交通安全责任落实不到位、安全监管缺位导致的重大事故时有发生，高危路段存量大、安全隐患多的状况仍然存在，交通参与者安全意识、规则意识、文明意识与汽车文明进程有较大差距，交通管理能力和治理水平还不适应新情况新形势要求，农村道路交通安全问题日益突出、交通安全组织体系和责任体系亟待完善，总体来讲，我国道路交通安全形势仍不容乐观，道路交通事故预防工作任重而道远。
黄明强调，道路交通安全关系到全社会每一个人，每一起交通事故对受害家庭来说都是天大的事。各级公安机关要切实履行责任，敢于担当，精心谋划，科学施策。要深入开展道路交通安全大检查“回头看”活动，加强综合治理、源头治理、系统治理力度，切实推动道路交通安全隐患的整改落实。要将做好春运交通安全工作作为开局之战，扎实落实各个环节的关键措施。各级领导干部要转变作风、深入实际，工作要进一步具体化、精细化，安全措施要落实到每一条路、每一段路、每一个站、每一辆车、每一位驾驶人。要一天一天、一月一月抓落实，积小胜为大胜，确保2014年全年道路交通安全形势继续保持平稳，为经济社会发展和人民群众出行创造安全畅顺的道路交通环境，为平安中国建设做出新的贡献。
