鼓楼公安分局介绍，第一个通过这一平台为警方提供线索的是一名医院保安。他通过医院警务室民警的宣传知道了“天罗地网抓小偷”这个平台，发现警方公布的一嫌疑人与最近在医院盗窃、被医院监控拍到的嫌疑人相似，随即举报，并协助警方将其抓获。
提倡实名举报称可保密
鼓楼公安分局将其发布平台设在江苏省重要的门户网站——中国江苏网上。“天罗地网抓小偷”专栏目前主要由“今日关注”“扒窃”“偷车”“入室盗窃”“其他”等5大板块构成。
“今日关注”主要提供一些嫌疑人图像较为清晰、警方已经掌握的犯罪事实较为完整的案件协查图像；“扒窃、偷车、入室盗窃”提供多发的侵财性民生案件协查图像；“其他”主要是“诈骗”类等案件协查图像。
鼓楼公安分局指挥室教导员唐涛介绍，网页上发布的每一起涉案图像协查通报，都是由一段几秒钟的视频以及放大的犯罪嫌疑人面部或体态视频截图组成。这些影像主要是“电子眼”捕捉到的犯罪嫌疑人实施犯罪的影像，其下方编号与公安的案件编号相同。
点击图像，打开后可看到图像下方三个箭头分别指向“我认识他”“他像谁”“我要投案”三个链接。点击链接，会弹出“协查须知”对话框，只有阅读并同意“须知”要求，才可继续填写举报内容，提供线索。
“须知”中，警方特别告知，对于捏造事实诬告陷害他人，或以举报为名公然侮辱、诽谤他人的，将依据相关法律予以处罚。同时还告知，公安发布的这些视频图像严禁转载、选编使用，严禁将有关的涉案人员的身份信息公开。
鼓楼公安分局介绍，警方提倡实名举报，并将依法对举报人的信息和举报内容予以保密。鼓楼警方还设置了其他多种举报方式，包括微博私信举报、24小时电话热线、QQ以及邮箱等，这些举报方式在“协查须知”中均可看到。

“协查”还是“人肉”？
警方：创建协查平台有法律依据
鼓楼警方建立的这一“协查”平台，与近年饱受争议的“人肉搜索”有相似之处。因此，在正式上线前召开的新闻发布会上，许多媒体都向鼓楼警方提出疑虑：未经司法审判，就将这些盗窃犯罪嫌疑人的图像和视频发布到网络上，是否侵犯肖像权、隐私权？
对此，鼓楼警方介绍，设立这一平台前，警方曾邀请南京大学等高校法学专家召开座谈会，就警方的做法进行法理论证。因此，涉案图像协查平台的创建有法律依据。
专家：建议不构成刑案的慎重公布
河海大学法学院教授王建文认为，发布盗窃嫌疑人影像是否合适，一个重要前提是是否构成刑事立案。如果只是偷了几十元，不构成刑事立案，只适合治安处罚，公布嫌疑人影像是不合适的；如果达到刑事立案的标准，警方可发网上通缉。
尽管鼓楼警方的做法有法律依据，但仍引起一些法律界人士的反思。江苏省律师协会薛济民认为，类似鼓楼公安这种基于社会公共安全目的的行为，虽不构成侵权，但暴露出现有法律对肖像权等权利的规范较为落后。
