  北京市国土资源局1月2日公布的数据显示,2013年,北京土地市场共成交经营性用地1575公顷,相当于2012年的2.5倍,其中住宅用地1261公顷,商服用地313公顷。同期,北京市经营性用地总成交金额达1800亿,创下土地市场历年最高水平。

  参加了北京市国土局1月2日沟通会的亚豪市场总监郭毅告诉记者,2013年北京土地市场异常火爆,所以去年的土地供应超额完成计划。而2014年最大的变量是土地供应计划以及完成情况。如果2014年住宅用地供应完成情况不好,则意味着今年北京市场化普通商品房用地比2013年可能要少得更多。


  “我爱我家”副总裁胡景晖在接受21世纪经济报道记者采访时表示,这说明政府在努力从土地供应源头上调整供应结构。思路已经很明确,保障性住房用地面向低端购房人群,自住型商品房用地面向夹心层购房人群,而市场化普通商品房用地面向富裕人群。


  可能推高纯商品房价格


  受访的地产业内人士认为,由于纯商品房用地比例缩减,市场房价可能会进一步被推高。


  东亚新华地产营销总监贾玉鹏在接受21世纪经济报道记者采访时表示,从2103年北京市供地方式来看,市场化宅地供应普遍采用配建保障性住房或者自住型商品房的方式来完成,这最终导致市场化宅地地价被进一步推高。这导致普通商品房部分拿地成本非常高,开发商只能把户型改为改善型、项目档次以及房价提高。最终市场会两级分化,刚性需求就盯着保障性住房或者自住型商品房,而纯商品房就直接面向高端。


  贾玉鹏称,目前开发商已经对一线城市土地稀缺价值有着充分认识,纯商品房部分用地进一步挤压会使得这部分市场竞争更加激烈。


  推低价床位群租救助“井下人”


  北京中原地产市场研究部总监张大伟对上述调控的前景更表乐观。他认为,按照北京市住建委规划,2013年北京市完成不低于2万套自住型商品房供地,2014年完成5万套自住型商品房供地。整体加起来会使得中低端供应增多,进而影响市场预期。至少房价涨幅会放缓。如果自住型商品房集中供应的话,还可能导致面向刚需的市场化商品房项目暂缓销售。


  不过,现实可能未必如此,因为自住型商品房源未必足够。2013年12月14日北京首批自住型商品房开始网上申购。消息称报名人数高达20万,其中很大一部分是保障房的轮候家庭。但首批房源只有2000套。


  根据规定,两类人群可优先购买自住型商品房,一是北京市户籍无房家庭,其中单身人士须年满25周岁;二是经济适用住房、限价商品住房的轮候家庭。


  而这两类人群之外的一部分刚需购房者,则不得不在纯商品房市场上面对更为高企的房价。


  21世纪不动产市场总监桑豫峰表示,总体来看,自住型商品房将扮演摊薄房价的角色,而不是真正降低房价的作用。如果大量用地被指定用于自住型商品房建设,其他市场化定价的商品房由于需求并未减少,价格势必越来越高。


  2013年四季度,北京市国土资源局通过“限房价、竞地价”及“限地价、竞自住房面积”等方式,集中推出了大批自住型商品房用地,预计可提供自住型商品房2万套以上,对于稳定当前住房市场预期起到了作用。2013年推出的自住型商品房房屋销售限价全部在2.2万元/平方米以下,单套总价在200万元以内。


  通过加大自住型商品房建设比重,房价调控达标的问题可望得以解决。北京市住建委目前头疼的是如何解决“井下住人”的问题。据知情人士透露,近期由于北京“井下住老人”事件被媒体广为报道,这让北京市住建委面临颇大压力。他们正试图寻找一些持有型物业的开发商以及中介合作,推出一些低价床位群租产品,以此避免“井下住人”的情况再度发生。(本文来源:21世纪经济报道)
