禁止燃放烟花爆竹是宁波市政协委员提得最多的建议。宁波市政协委员毛东辉建议：在宁波市中心区禁止燃放烟花爆竹。毛东辉认为，空气质量越来越差，燃放烟花爆竹很不安全，为此建议宁波应尽早出台在城市中心区禁止燃放烟花爆竹的规定。
宁波市政协委员钱国英今年是第四次提交禁止燃放烟花爆竹的建议了。她建议环保、城管、工商、税务、文明办等相关部门共同研究并出台系统的限放烟花爆竹的政策。
来自宁波工会系统的政协委员则关注在雾霾天坚持户外工作的工人的劳动权益问题。宁波市政协委员、总工会经济工作部部长张益民提交了一份《关于加强雾霾天户外作业人员劳动保护的建议》，他建议对于必须在雾霾天坚持户外作业的特殊工种作业人员，如交警、环卫工人、快递员、送报工、出租车司机等，由政府统一发放空气污染补助费。
