法制晚报讯(记者 汪红 王婷婷) 昨晚，有微博网友爆料称大新华航空一航班遭一位疑似精神病旅客袭击。今天上午，记者从宁夏银川机场派出所证实确有被袭事件发生，银川机场派出所民警告诉《法制晚报》记者，目前案件还在侦查，具体详情不方便透露，对于袭击者是否为精神病人，机场派出所称，目前还不确定。
据中新网此前发布消息称，大新华航空有限公司和海南航空股份有限公司同时隶属海航集团旗下的航空集团。据负责该起事故核查的海南航空股份有限公司品牌中心一位姓蔡的品牌主管告知记者，4日下午，大新华航空有限公司CN7233航班从北京飞往银川。
途中，一位疑似精神病的旅客冲击驾驶舱，被航班上的安全员制服。落地后，该疑似精神病旅客被移交银川机场公安机关。事件发生中是否有乘务人员及乘客受伤等情况尚在核实中。
记者查询获悉，从北京往返银川每天有18个航班，由五家航空公司执飞，票价多在4折左右。大新华航空航班时间点为13时40分至15时35分北京至银川，当日16时15分至17时55分从银川飞返北京。
记者从北京首都国际机场官网查询获悉，4日原定于13时40分从北京离港的CN7233实际于14时12分起飞。返航航班CN7234原定于当天18时05分到北京，实际于18时17分抵达。从银川机场客服获悉，4日CN7233于15时30分抵达银川。返航航班CN7234于16时20分离港赴京。

航空公司如有责 乘客可要求赔偿
中国政法大学航空与空间法研究中心研究员、北京法学会航空法学研究会常务副会长张起淮今天上午对《法制晚报》记者说，发生上述安全事件要考虑航空公司及监护人等多方面的责任。
张起淮说，如果是非精神病人或间歇性精神病人在没有发病时作出危及飞行安全的举动，肯定要被刑事拘留和逮捕，因其危及到航空安全，肯定要对其追究刑事责任，可能被处以3年以上的有期徒刑。
如果此人最终被证明确实是精神病患者，那其监护人和家人肯定要对其行为负法律责任。同时，由于安检部门和空中警察未及时发现其问题，也有可能被追究相应的责任。
张起淮认为，如果确实因航空公司处置不当，造成了航班延误等后果，乘客可向航空公司提出赔偿要求，但如果不是航空公司的责任，且航空公司又及时制止了此人的危险行为，就不应追究其责任了。
