  原因


  中山国资委这次推行的国企改革,比其他省市都要早。


  黄少平表示,经过1997年、1998年的国企改革之后,我们国家的经济走上10年健康平稳的发展轨道,但是,经济发展的根本问题并没有消除。从2012年开始,央企、国企会明显感觉到,日子不如以前好过了。


  中山的国企和全国的国企央企都一样,经营很困难,负债在加重,行政化色彩严重,政企不分。早几年,国企做了很多低效的,甚至是无效的投资,导致企业经营很困难。国企拿了垄断的经营权但是不挣钱,这是经营上的问题。确实是实施上有问题,所以中山才提出改革。


  现状


  中山国资委为何不在单个企业内进行改革,而是采取架构改组的方式?黄少平表示,目的就是想把不行的国有企业砍掉。


  黄少平表示,总的来说,中山国企的问题主要表现为过度负债。中山国资委旗下的7个集团公司发展不均衡,我们计算下来,全口径的总负债率是62%-63%,总体情况是没有问题。但是,其中有一些负债率达到90%,比如城投、旅游公司。重组就是为了解决经营的问题。


  另外,中山也确实存在政企不分。这次架构重组,中山国资委也不给国企任何级别,国企就作为一个企业去经营,政府不会给予太多的干涉,让国企进入市场参与竞争。国企推向市场,中山对集团公司领导实行聘任制,如果经营得好,收益就高,如果经营不好,那可能会换人。他同时强调,去行政化是一个过程,不可能一下子到位,因此集团的核心领导还是要组织任命。


  谈到股权多元化,黄少平表示,现在重组了四家公司,包括一级企业不可能股权多元化的。一级企业肯定是国有独资的企业,但下一级合作,就会和民营资本合作,甚至和外资合作。
