　　公安部交管局局长许甘露介绍，2013年我国汽车数量增长1651万辆、驾驶人增加1790万人，但大幅增加的汽车流量并未造成道路安全事故增加。

　　许甘露：2013年我国较大以上事故同比下降18.3%，特别是重大道路交通事故明显减少，全年一共发生16起，同比减少9起，未发生特别重大道路交通事故，是1990年有重特大事故统计以来历史最少的一年。

　　同时，各地对重点车辆加强安全监管看到了成效。

　　许甘露：客运车辆事故同比下降了12.9%，全年没有发生校车和危险品运输车的特大事故。

　　不过他也表示，目前我国道路安全基础薄弱，高危路段多，仍然导致翻车相撞事故多发。

　　许甘露：比如高速公路现在通车里程是435万公里，我们排查出的隐患8.1万处，到现在整治力度不到50%。其中分布在农村的这7.4万处，明水，陡坡这些都可能随时发生事故。

　　安全监管缺位也成为重大事故多发的主要原因。

　　与此同时，驾驶人安全意识、文明意识存在短板，也是我国必须面对的问题，对此。公安部要求，各地要深入开展道路交通安全大检查，切实推动道路交通安全隐患的整改落实。

　　许甘露：必须全面大幅提升监管水平，从车辆的安全性，企业的安全管理制度，到重点车辆的驾驶人的管理，都要实行全方面，全过程的严格的全面监管。必须加快道路交通管理体制机制的建设，大力推进生命防护工程，在高危路段要做到人防物防，减少重特大事故的发生。
