“如今，导游的薪酬与游客消费挂钩问题仍没有彻底解决。旅游业没有形成产业链，各自为政、条块分割现象严重，每一块都要创收，单一的旅行社承担导游高昂的薪酬比较困难，从而解决不了只有游客消费才能产生利润的问题。”张兴平说，“解决这一问题还要依靠旅游集团化和产业化发展，导游身份转变为企业员工，不再是单一的个体，有足够的薪酬后就会提升服务品质，从根本上解决佣金和服务质量的问题。”
