23岁的河南林州小伙子王星威说：“干了将近两年的活儿，现在工程完工了拿不到工资，我怎么回家过年？”他告诉记者，自己原想拿到工资就回家结婚，结果现在不仅结不了婚，过年连家都没脸回了。
来自河南信阳的沈光军带了30多人的班组来这里干活，从2012年3月到现在，没拿到一分钱工资，被欠薪近200万元。临近春节，他焦急万分却又无可奈何，只好用扯横幅下跪的办法引起关注。
河南大伟劳务公司郑州鞋业包装中心项目负责人陈冉告诉记者，他们公司先后有1400多人在这里干活，被拖欠工钱3100多万元，很多来自贵州、云南等地的农民工，等不到工钱已经无奈返乡。
据了解，郑州鞋业包装中心的开发商为郑州手拉手集团有限公司，建筑承包商为河南省冶金建设有限公司。按照大伟劳务公司以及其他一些小型班组与河南冶金建设签订的合同，工程主体完工前，由劳务公司负责支付农民工每月1000元的生活费；主体完工后，河南冶金建设支付给劳务公司80%的款额。
陈冉说，主体工程去年9月13号完工，到现在已经3个多月，他们仍然没能拿到款项。
开发商“涉恶耍赖”建筑商“失去联系”
集体堵门讨薪、上访递交材料、求助劳动部门，从去年9月至今，这些农民工采取了能想到的一切手段，工资却依然没有拿到手。开发商拖、建筑商躲、政府部门协调无果，最终一步步逼着他们采取了最屈辱的手段－－下跪讨薪。
据陈冉介绍，去年9月16号，他们第一次集体到手拉手公司要工钱，该公司不仅不付，还指挥一百余名社会青年对他们和河南冶金建设公司的工作人员进行人身恐吓，当地派出所还以聚众闹事为由抓了他们一个人。
据记者采访，河南冶金建设有限公司也在找手拉手集团讨要工程款。按照双方合同约定，主体工程完工之后，手拉手集团需支付河南冶金建设80%的工程款，但至今，这些工程款仍然没有支付。
据陈冉介绍，手拉手集团给出的理由是他们不认可主体已完工，但实际上，河南冶金建设已经聘请第三方机构完成了检测验收。一个班组的负责人余西根说，这是手拉手集团惯用的老赖手段，自己或者给钱找个机构说工程不合格，以此为由拖着不给钱。
这些农民工也很理解河南冶金建设公司的处境，认为该公司同自己一样是受害者。但由于迟迟拿不到工程款，河南冶金建设公司也玩起了“躲猫猫”，该公司项目部负责人沈光付手机关机、失去联系。3日，记者多次拨打，也同样关机，而联系河南冶金建设公司总部另一位处理此事的高书记，手机一直无人接听。
多次协调未果无奈选择下跪
这些农民工从一开始就想到了求助政府部门。据介绍，他们向郑州市政府、二七区政府、信访局、二七劳动监察部门都递交了材料，希望借助政府的力量帮助维权。
去年9月，该工程项目所在的京广路办事处、二七区人力资源和社会保障局劳动监察中队开始介入了此事，然而问题至今依未得到解决。
一位农民工抱怨说，每次找他们，他们都说尽快解决，但是说了3个多月，钱还是没影。
二七区人社局劳动监察中队副队长王方说，他们多次举行了协调会，但开会时手拉手集团和河南冶金建设公司都没人来。去年9月至今，他总共只见过河南冶金建设公司负责此事的高书记两次，一次是登门拜访，一次是信访局召集的协调会上，其他时候手机总是无人接听。
王方说，经过协调，各方同意由劳务公司提供工资表，手拉手集团支付工资，河南冶金建设公司核算工程量。“但河南冶金建设找第三方核算了工程量，手拉手集团不承认；大伟劳务公司又迟迟提供不出工资表，后来拿出了工资表，手拉手集团又说盖的章不合格，不承认。”
陈冉给记者看了厚厚的工资表，一共有700多人，工资从一万多到十几万不等。他说，他们盖的是河南冶金建设有限公司项目部的章，但劳动监察中队说必须得是河南冶金建设总公司的章才行。“我现在已经找不到河南冶金建设的人了，而且他们(劳动监察中队)说，盖了章也不一定能拿到钱，还得继续协商。”
万般无奈之下，这些农民工选择了屈辱的下跪讨薪。这起到了一定效果，引来了媒体关注，也引来了河南省高级人民法院的关注。
3日，河南省高院和二七区法院派人找这些农民工了解了相关情况，建议他们通过法律渠道维权，也会给他们开辟绿色通道。不过，他们觉得走法律程序时间太长，成本太高，还是希望能尽快直接拿到工钱。
“马上就要过年了，还不知道我能不能拿到工钱回家！”余西根说。
