关于第二个问题。优化军队规模结构，是我军改革的一项重要内容。从目前情况看，我军官兵比例、部队与机关的比例还不够合理，需要着眼有效应对国家安全面临的威胁和挑战，进一步优化军队规模结构，提高作战成分比重，使军队的职能任务能够进一步向能打仗打胜仗聚焦。
