曾经广受争议的手机上网流量月清“霸王条款”在上海率先被打破。记者7日获悉，在上海市消费者权益保护委员会的促动下，上海三大运营商自1月计费周期起全部推出手机上网流量季度计费方式。

长期以来，三大运营商实行手机上网流量月清的做法备受消费者诟病。上海市消保委在2013年7月对2000名消费者进行的调查显示，54.43%的消费者表示流量月底作废不合理，近七成消费者认为手机流量按月计费的方式不够人性化，应当推行手机流量跨月度计费。

针对调查结果，上海市消保委多次与主管部门和运营商沟通，去年8月，移动、电信、联通三家电信运营商“松口”，公开承诺已经或拟推出手机流量季度套餐，让消费者有多元化选择。目前，三家运营商的季度流量产品均已上线。

记者注意到，三大运营商的季度流量包价格均和现有的月度流量套餐价格保持一致，但目前推出的流量产品均不能实现自动顺延。
