据刘爹爹称，湖北省卫计委曾三次组织该委多个处室负责人与他面对面沟通，其中有一次还安排了中南医院相关医生和处室负责人参加。沟通结果均不能令他信服。11月28日，湖北省卫计委最后给他的《回复》“更令人气愤”，“寒心至极”，刘爹爹称：该委依然在找借口替中南医院开脱，且对他在第二次沟通会中提出的新的信访诉求未作回应。省卫计委作为医疗行业的监管部门，对于自己制定的规定都不去监督医院执行，甚至还包庇、纵容他们的违规行为，其做法属于行政不作为和乱作为，涉嫌渎职。
