好，进入到今天的节目。过去大家都去药店买药，现在网购越来越流行，很多人就又喜欢上了网络购药。网上买药，价格不贵，服务也还行，又方便，又省事，不过您可得注意了，这网上的药不是随便就能买的，保不准您就会碰上假药。
解说：
在淘宝上卖药的店铺有上千家，据药监局的专家介绍，这里面没有一家获得国国家的审批。而在搜索引擎上只要输入“药店”两个字，出现的网络药店数量也远远超过获得国家审批的129家网络药店的数量。那么这些没有获得审批的药店，卖的是一些什么样的药呢？记者找到一种能够治疗糖尿病的药，叫糖脂安，表面上看，这个糖脂安从厂名、厂址到生产批准文号一应俱全。可是据糖脂安的正规生产厂家发表的一份声明显示，这个网店上售卖的生产批号为130509批次的糖脂安根本不是他们生产的，是假冒了他们的正牌产品。咱们再来看看淘宝上的这家网店，卖的是一种叫左旋肉碱减肥胶囊的药，但是福建省药监局的调查报告显示，福建的这家药厂根本没有注册和生产过左旋肉碱减肥胶囊。那么这些假药在什么样的地方，又是如何生产出来的呢？通过下面这个案例，我们来了解一下。
王小姐：
说是有一种叫舒龙筋胶囊的药，就从网上买了十盒给老人吃的，一开始的时候会有一点不觉得那么疼了，但是后来吃着吃着不管事了。
记者在网上找到了介绍舒龙筋胶囊的网站，发现网上卖这种药的商家还真不少，记者选择了其中一家进行了咨询。
舒龙筋胶囊卖家：
一般服用我们的药两个疗程，最多两个疗程基本上病情就能痊愈，一个疗程是半个月。
记者按照包装盒上的电话给这家药厂打电话，根本没人接。又按照厂址去找，结果找到的却是一家家的商铺，根本没有药厂。再根据国药准字号去查，结果也没有查到。经过警方的调查，在济南的郊区找到了舒龙筋胶囊的实际生产地址。厂房里苍蝇到处乱飞，胶囊的袋子就放在垃圾车上。墙上布满灰尘，变成了黑板，写上了字，生产条件非常简陋。在粉碎机的旁边，记者看到了各种各样的止痛药，而这制假药的第一步就是把这些止痛药混在一起，粉碎成药粉，然后就可以进入到第二步了。
记者：
这药粉就是粉碎机里出来的药粉是吗？
制假者：
是。
记者抓了一把已经磨好的药粉，发现里面有白色的粉粒，这又是什么呢？
这药粉里除了药，还掺和别的东西了吗？
没有。
面粉。
往药里掺面粉，为的就是要增加产量，减少成本。

这些药就是刚才抛光好的胶囊是吧？

60粒。然后呢？

就装到这些空的药瓶里面？
怎么给它盖上盖呢？

从假药生产的第一步到最后一步，总共用了不到10分钟的时间，可是记者发现，这里的药品标签有很多种，药粉却只有一种。
标签是不一样的，但是你们的药都是一样的。

原来，无论是治疗气管的百喘灵还是治疗风湿病的舒龙筋，药方都是一个。那么这配药的依据是什么呢？
你怎么知道调配这些药的？
犯罪嫌疑人：
这些全是在网上查的。这个拿点，那个拿点，我也摸不清。我文化也就初中没毕业。
这些随意搭配出来的假药主要成份就是止痛药加面粉，服用之后的效果自然可想而知。但是为了让假药看上去更像是真药，哪能把它们印刷出来，做成药品标签呢？

网上就有人卖给你假药标签？
对，有的是，网上群里留言，弄一个多少钱，在群里随便发。
生产假药的机器、药品原材料、配药的依据和药品标签，也都是犯罪嫌疑人从网上得来的。但是这样一群看似落后的制假者，却能利用网络卖药的漏洞，把自己的销售渠道投向了网络。那么为什么在网上卖药，监管部门就不容易发现呢？
郝永刚 济南市药监稽查支队队长：
在网上销售的，他可能就利用虚拟环境，登记一些虚假的电话，登记一些虚假地址，不便于我们查处和取证。
就这样，这些假药通过难以监管的网络大量进入到患者的家庭。据警方介绍，这些止痛药掺面粉的假药每瓶成本只有两三块钱，在网上卖到了25块钱，分别销往山东、江西、黑龙江等多个省份，共700多万例，案值达到500多万。可是制假者是如何让患者仅仅通过网络，就对他们生产出来的假药产生信任的呢？为了骗取购买者的信任，制假者雇佣了专门的网络人员，帮他们在网上做了假的企业网站。不仅如此，制假者还在网上对自己所生产出来的假药进行了一番宣传。
赵星 济南市公安局淮阴分局经侦大队办案人员：
他在网上专门安排了一帮这样的枪手，夸他这个药的疗效怎么怎么好。其实是犯罪分子找的枪手虚构的。
而记者在调查中了解到，网上销售的假药品种远远不止这些，既有非处方药，也有处方药。
王志广 公安部经侦知识产权处处长：
在公安机关侦破的案件当中，发信不法分子制售的假药涉及到很多门类，既有治疗白血病、心脏病等等重症药品，也有速效救心丸、狂犬疫苗等等急救药品，同时也发现了很多我们治疗感冒、消炎、成人药品、儿童药品等等一般的药品，更为严重的是，我们发现很多不法分子在专门制造、销售治疗慢性病的药品，包括治疗高血压、糖尿病等等这些药品，来欺骗我们的中老年群众和我们的慢性病患者。
其实自从我国允许网络售药以来，就对此有着严格的规定。
郝永刚：
网上售药必须获得网上药品交易资格证书，必须经过国家药品管理部门进行备案，方可进行交易，并且所售的药品是OTC，非处方药品。
就在今年8月20号，药监、工商、工信、公安等五个部委还展开联合打击网上销售假药的专项行动，但是为什么在这样的背景下，网络上的假药还是无法抑制呢？
柴跃廷 清华大学电子商务专家：
他卖药的人，他那个网站，服务器接入的位置都不在一个地方。要想处理一件非法卖药的行为，必须要多地配合，我们传统的静态的突击检查，这个不奏效，所以需要适应互联网的这种模式的发展，需要探索新的治理方式。

其实网络购药不是不行，本身也并不是坏事，在有的发达国家，网络售药的交易额已经达到了1000多亿美元，而我国网购药品的规模去年是16亿元人民币，这说明我们的网络售药还有很大的发展空间。不过也正是因为如此，更加需要加强规范，确保安全。现在国家正在加紧制定新的互联网药品销售管理办法，在这里我们也需要给大家提个醒，在新规出台之前，您在网上买药的时候，还是要先查一查网站究竟有没有资质，有没有证书，免得上当受骗。
牙膏我们每天都要用，不知道您注意过没有，在牙膏的底部有这样一个小颜色条，最近很多人都在传，说牙膏底部的这个颜色条上面有玄机，得注意区分。如果是绿色的就代表牙膏的成份是纯天然的，蓝色代表的是天然加药物，而红色代表的是天然加化学成份。如果是黑色的，那就代表是纯化学成份的。这个消息一出，很多人马上就把家里的牙膏给换了。那么这个说法靠谱吗？
最近，一条“立刻检查一下你家里的牙膏，这样的牙膏不能用”的消息在网络和手机上广为流传。文章里这样说：没文化，真可怕，下次买牙膏一定要仔细看清楚颜色。牙膏底部的绿色指纯天然，黑色指纯化学。很多收到这条消息的人，第一个反应就是立刻看看自家的牙膏是什么颜色。而第二反应就是马上再转告给身边的亲友。于是乎，这个说法也是越传越广。
消费者：
好像(说)绿色的是纯天然的吧。
我们家开始不用黑的了，真的假的不知道。
说法越传越广，反正就是在买牙膏的时候留心一下牙膏的颜色，很多人也就真这么做了，但是很少有人想到，这样的说法有科学依据吗。仔细瞅瞅这些标在牙膏管底部长方形的小色条，除了确实有绿、蓝、红、黑的颜色区分，颜色条的长短、宽窄也不一样，那这些色条是否真的能表明牙膏的成份呢？
荣文笙 中华口腔医学会科普办专家：
其实牙膏它的成份跟它后面的识别条的颜色没有任何的关系。事实上这个条是干什么的？这个条是识别用的，所以它是一个识别和定位的功能的。
那么，什么是牙膏的识别定位功能呢？工作人员告诉我们，其实牙膏管本身就自带两个色标，一个是制管机需要识别的色标，依据这个色标，制管机就把牙膏管切成一截一截的了。另一个色标是给灌装机预备的，牙膏罐装完成封尾后，包装上印刷的图案和文字位置是否正确，就需要有个定位标记，就是这个色标。画面上的红色光点是定位的电眼，当色标到达电眼时，牙膏管就会自动停止转动，排成同一个方向进入罐装机。如果没有这个色标或者电眼没有识别到位，就会出现包装上的错误。
张政 北京某日化公司工作人员：
这个产品可以看到，在罐装过程中电眼出现了失误，没有识别到电眼造成的不良品，就是(造成了)牙膏的印刷不是很正。我们正常的合格品，这个电眼(色标)是在牙膏背部的正中间。
其实不仅是牙膏，基本上所有的软管类商品的包装封口处都会有类似的颜色识别标。色标的功能现在算是了解清楚了，可是为什么会有绿、蓝、红、黑不同的颜色呢？日化公司工作人员也说了，厂家选择色条的颜色是有条件的，首先要考虑到和牙膏管的底色有明显的差别，方便生产时机器自动识别。另外，要尽量选择牙膏管上已经存在的颜色，这样可以降低印刷的成本。由此看来，牙刷管上的颜色条和牙膏的成份并没有关系。牙膏上的颜色条作为选购依据，自然也就无从谈起。那么牙膏成份究竟存不存在所谓的纯天然和化学之分呢？据专家介绍，事实上牙膏的主要成份都包括摩擦剂、芳香剂、湿润剂等，这些原料本身就是合成化学物质，所以根本不存在说有成份是纯天然的牙膏。
其实仔细想想就知道，这事完全没有科学根据，因为牙膏上就算是要标注成份，那也得用文字，而牙膏皮上的颜色之所以被越传越广，根源还是在于大家对健康的关注。专家也解释说，牙膏的成份只要是合理添加，按标准生产就是安全的。通过这个事也需要给大家提个醒，面对社会上打着各种噱头的信息传闻，保持冷静、理性才不会被蒙，而带来不必要的恐慌。
