昨天晚上，相关单位工作人员已经赶到昌平，针对此事展开调查。

网称“处长”非法翻建别墅
昨天，天涯论坛首页上一则名为“某处长非法翻建别墅，拖欠农民工工资”的帖子倍受网友关注。
发帖者称，2013年9月经朋友介绍为某“处长”位于昌平区龙城别墅区的一栋独栋别墅进行翻建。出于对其身份的信任，施工队在未签署任何协议的情况下开工拆除建设。然而，至11月初，在拆除开槽以及地下室部分工程即将做完时，该“处长”以种种原因，将其所在的工程队辞退，用高薪收编原班组部分成员，并拖欠工程队前期部分工资及材料款不予发放。
据发帖人描述，翻建的别墅原面积为370平米，工程队将整栋别墅拆除后进行重建，翻建后面积扩大为1300平米。发帖人在帖子中总结了该“处长”的“几宗罪”，分别为：非法翻建别墅，拖欠农民工工资，以领导身份威逼材料商，驱赶讨薪工人等等。
发帖人表示，希望能尽快要回拖欠工资和材料款项，让农民工回家过年。该帖一经发表，便引发网友的关注，截至昨天下午，点击量已接近一万。但昨晚9点左右，北青报记者再点击该帖时，页面显示信息为“很抱歉，帖子不存在或被隐藏”。

“工人只想要回工钱过年”
昨天下午，北青报记者联系到该发帖人所在工程队负责人解先生。据解先生介绍，他对于工人发帖一事并不知情，但帖子中所述内容确实存在，“工人也是想要回工钱好回家过年。”
“他自己说是处长，我也不知道那别墅是不是他的，我没看过房产证。”解先生表示，别墅翻建项目是他与该“处长”协商后承接的，包括材料费、工具费、人工费在内，整体工程定价为330万元。而工人开始施工后，雇主应先预付15%的款项，“但这都是口头协议，我觉得人家是处长，不会欠我们钱，就没签合同。”
据解先生介绍，去年9月初，解先生组建好60余人的工程队后开始正式进行别墅翻建工作，但雇主承诺的50万元预付款却迟迟没有到账，直至9月底，才收到25万元工程款。此后，解先生一边组织工人继续干活，一边向雇主讨要剩下款项，但始终没有任何收获。直至11月初，雇主以施工进度缓慢为由辞退了解先生的工程队，但保留了部分木工。
“他辞退我我也没辙，但前期的材料款和工资得给我们吧。”解先生表示，自从被该干部辞退后，他数次找其讨要拖欠款项，但屡次被其以种种原因挡回，经数次协商后，双方共同指定了一家审计公司对施工款项进行核算，最终核算了钢筋混凝土单项材料及人工费用近50万，“这还只是一部分，加上挖槽、护坡、换填等费用，还有后期周转材料，加一块儿得近120万。”
解先生说，目前该雇主对于审计公司核算的价格未明确表态，“其实他能把核算出来的50万那部分欠款先给我也行，这样工人就能回去过年了。”
调查
物业已将“别墅翻建”上报
昨天下午，北青报记者找到位于昌平区龙城花园中三区的87号独栋别墅。该别墅大门紧锁，里边空无一人。从外边看，别墅主体结构已建成，围挡和钢筋支架还未拆除，相比于周围别墅，该翻建别墅楼高略高。
根据解先生提供的施工图，该翻建别墅的建筑总面积为1321.67平米，建筑高度为9.9米，但龙城花园物业工作人员表示，该小区内独栋别墅的面积一般在300-400平米之间。
北青报记者注意到，在小区物业办公室内摆放的“业主临时公约”上，明确禁止业主“损坏房屋主体结构，破坏房屋外貌”。对此，物业工作人员表示，他们并不清楚该别墅的业主身份，该别墅进行翻建时，已有业主进行抗议，物业已将其翻建一事上报相关部门，城管部门也派人到小区内调查，但之后却没有下文，“我们也不是执法部门，发现业主翻建我们也只能上报有关部门。不过我听说那个业主好像拿到翻建的批文。”
但解先生却表示，工程开工时办的是《房屋内装修许可证》，并没有见过所谓的翻修批文。北青报记者看到，该许可证上明确标明，“不得私自拆改搭建”。

昨晚7点左右，这位“处长”的上级单位已联系解先生了解“某处长非法翻建别墅”一事。事情的真相究竟如何，相关情况正在进一步调查之中。
