Environmental Protection Department： iron fist control air pollution

Zhou shengxian, the work of the monitoring centre and the Environmental Science Research Institute gave a full affirmation and told we must pay great attention to the feelings and aspirations of the masses, and strengthen the monitoring work and seriously examine the sources of PM2.5, formation mechanism and harm to the environment, to improve the quality of life, to ensure that the physical health of the masses and make a greater contribution.

Zhou shengxian said: "in recent days, questions about haze from motor vehicles accounted for less than 4% social buzz. In this regard, we must have a clear understanding. Sources of PM2.5 is complex, emissions of pollutants and secondary reactions of pollutants generated, involving industrial production, coal combustion, motor vehicles, dust and so on. But one thing is for sure, lots of coal, motor vehicle exhaust, road and construction site dust are significant sources of PM2.5 pollution caused.

　　环境保护部部长周生贤赴上海市调研大气污染防治工作，专程来到上海市环境监测中心和上海市环境科学研究院，看望和慰问基层环保工作者，并通过他们向全国环保系统的广大干部职工致以新春的问候和祝福。

　　周生贤先后来到上海市环境监测中心和上海市环境科学研究院，详细听取了大气监测网络体系和空气质量预报预警工作情况介绍，视察了预报预警平台和有关大气、土壤等特色实验室，仔细询问了上海前段时间空气重污染原因和PM2.5监测、来源等方面的问题。

　　周生贤对监测中心和环境科学研究院的工作给予了充分肯定，并叮嘱大家一定要高度重视群众的感受和诉求，切实加强监测工作，认真研究PM2.5的来源、形成机理和对环境的危害，为提高市民的生活质量、保证群众的身体健康做出更大贡献。

　　周生贤说：“近日，关于雾霾来源机动车占比不足4%的问题引发社会热议。对此，我们一定要有清醒的认识。PM2.5来源十分复杂，既有一次排放的污染物，又有二次反应生成的污染物，涉及工业生产、燃煤、机动车、扬尘等多方面。各地因产业结构、能源结构、经济社会发展水平不同，污染来源的占比有较大差异。但可以肯定的是，大量燃煤、机动车尾气、道路和施工场地扬尘等都是造成PM2.5污染的重要来源。

　　周生贤强调，认识上不能模糊，主战场不能偏离，措施不能疲软。要咬定青山不放松，以‘铁的决心、铁的手腕、铁石心肠’，不折不扣地完成《大气污染防治行动计划》的既定任务。”
