法制晚报讯(记者 王婷婷 李洪鹏)今天，中国社会科学院旅游研究中心和社会科学文献出版社联合发布2013－2014年旅游绿皮书，公布星级饭店经营年报。
据中国旅游饭店业协会对2013年上半年三星级、四星级、五星级饭店经营情况进行的调研统计，2013年上半年，全国三星级及以上星级饭店平均出租率为53%，五星级饭店客房一半空置。
旅游业回归公民消费
中央政治局2012年12月4日召开会议，审议中央政治局关于改进工作作风、密切联系群众的八项规定，此后又颁布六项禁令，包括“严禁用公款搞相互走访、送礼、宴请等拜年活动”，“不准借用各种名义组织和参与用公款支付的高消费娱乐、健身活动；不准用公款组织游山玩水等”。
“八项规定”和“六项禁令”收紧了旅游业中的公款消费群，对公款吃喝、高端旅游、高端餐饮、论坛经济等均形成影响。
旅游绿皮书指出，限制公款消费逼迫中国旅游业调整市场结构，回归到以真实的公民消费、大众消费为本的市场结构。
五星酒店百元吃海鲜
今天上午，京城五星级酒店歌华开元大酒店的相关负责人接受《法制晚报》记者采访时表示，今年的营业收入确实有所下滑。
“为了减少下滑的趋势，我们今年把餐饮服务转向大众消费，比如搞团购活动，100元就可以在五星级酒店吃海鲜。”该负责人表示，八项规定出来后，来酒店消费的政府会议和餐饮接待少了。酒店正在把餐饮服务转向大众或散客，比如酒店的西餐厅和海鲜，都弄了团购服务，叫老百姓花100块钱就可以吃海鲜，有的酒水价格比外面还要低。
一年查违规2.4万余起
《法制晚报》据中纪委官网发布信息统计，2013年全国共查处违反中央八项规定精神的问题24521起。
中央纪委先后4次对32起违反中央八项规定精神典型问题进行了通报。30个省(区、市)纪委监察厅(局)74次下发专门通报，共对372起违反中央八项规定精神的典型问题予以曝光。
