现在很多不抽烟的人实际上在吸二手烟，这一影响不比雾霾天小。毛群安说，目前阻碍我国控烟进程最主要的因素是公众对于烟草的危害，特别是对于二手烟、三手烟危害的认知不到位。有数据显示，全国吸烟人数超过3亿，7.4亿非吸烟人群遭受二手烟危害。每年有100多万人死于吸烟相关疾病，约10万人死于二手烟暴露导致的相关疾病。

毛群安表示，关于社会抚养费的征收，目前国家卫生计生委正在启动社会抚养费管理办法的修订工作，将针对目前在社会抚养费征收过程中存在的一些问题进一步进行规范。国家卫生计生委要求各地要严格依法依规来操作。针对各地前一段出现的问题，国家卫生计生委也做出了明确的要求。
国家对大月份引产有何规定？

国家规定当中，大月份强制堕胎是非法的，一旦发生这样的情况，对于当地的计生委工作人员会有怎样的惩罚？对那些受害者，国家有什么样的措施和政策？
毛群安对此表示，我国在计划生育政策实施的过程当中有一个最严格的要求，就是禁止粗暴执法。大月份引产是明令禁止的，但是我们也经常会看到一些媒体报道一些个案。对这些事件，国家卫计委的态度非常明确，要严肃查处，对责任人要依法依纪做出处理。
