兰考县城北部，新的行政新区俨然成型，有至少7栋已建成或仍在建的大楼引人注目。在兴兰大道北侧，有一栋气派的12层银白色大楼，院子里一面国旗随风飘扬，却没有门牌。记者询问门卫这是什么地方，被反问“你找哪儿”。记者再次追问，被告知“这是财政局”。

全国2800余县仅2%建有儿童福利机构
专家：地方不重视令政策无法贯彻实施
大火过后，兰考县官方认定袁厉害收养弃婴的行为不符合有关规定，同时坦承官方曾默许这一行为并违规给予帮助。而这种默许的背景，是此前兰考一直没有福利院。随即便有报道指出：兰考县财政局花2000万建办公楼，却没钱修福利院？
如今，兰考县福利院主体工程已基本完工。这项工程占地面积15亩，投入建设资金457万。想想去年被大火带走的7条生命，这座福利院有些姗姗来迟。
早在1999年，民政部出台《社会福利机构管理暂行办法》指出，县级以上地方政府民政部门应当根据本行政区域内社会福利事业发展需要，制定社会福利机构设置规划。2010年，国务院曾下发《关于加强孤儿保障工作的意见》，从2011年起国家每月向孤儿发放生活补贴，初步建立基本的孤儿保障制度。
但这一体系还难称完善，在兰考大火后，当社会聚焦儿童福利状况时才发现，全国2800多个县，只有60多个有儿童福利机构，比例只占约2%。
国家行政学院教授杨小军在接受人民网记者采访时指出，国家出台有益民生的政策，却得不到贯彻实施，有两方面原因：一是财政经费，有的地方政府财力不足，没 有摆正社会救助的位置，而是把钱花在别处；二是监督、追责不到位，国家制定政策会考虑各地的实际情况，不会刻意调高贯彻难度，但如果上级机关忽视监督检 查，地方政府的不作为不用承担责任，就可能使中央政策不能得到贯彻。
兰考县民政局社救股原股长冯俊杰在2011年接受采访时曾表示，“(福利院)很有必要，但尚不在县城发展的优先考虑计划之列。”火灾过后数日，冯俊杰曾向媒体透露：“兰考县福利院项目2009年就完成了申报，但直到前月才通过审批”。
兰考大火后，社会普遍认为是因为当地民政部门的不作为，才导致7人不幸丧生。清华大学NGO研究所副所长、副教授贾西津对此有自己的看法，她认为不仅民政部门负有责任，整个体系和政策导向也没有跟上。贾西津表示，政府对儿童福利这一块的整体重视程度不够，尤其是经济条件较差地区这种现象尤甚。
专家：要明确救助弃婴是政府应尽职责
调动民间资源不可或缺
以收养弃婴闻名的“爱心妈妈”袁厉害，火灾后被正式认定不具有合法收养资格，她收养的孩子被全部送往开封市福利院。杨小军认为，必须明确救助弃婴是政府应 尽的职责，而不是每个“袁厉害”。他表示，政府应该成为救助的主渠道，要对此有统筹规划和进行财政支持，比方说在若干年限内应该建起多少县级儿童福利院。 贾西津在接受人民网记者采访时，同样表达了类似观点：对于弃婴救助，需要通过立法明确政府职责、协调多部门间合作，并且予以财政支持。
同时，贾西津还认为，除了明确地方救助弃婴职责，还需要政府积极调动民间资源，对这些社会力量进行必要的监督和支持。她表示，民间机构的收养亦可有所作为，但需法律法规来对这些机构加以约束，防止可能存在的不法侵害。政府对民间机构的支持，可以民办公助、公私合营的形式，利用政府资源来调动社会资源，而不是面对民间的热情简单回应“我办不了，你也不能办”。杨小军也提到，对于弃婴的救助要多渠道筹集社会资金，并且对企业和个人所捐的善款要妥善管理利用。
建“豪华”办公楼群的不止是兰考
专家：将福利事业纳入地方政府官员的考核指标

人民日报曾评论：在舆论监督日显威力的今天，豪华政府办公楼往往是过街老鼠，一经曝光便会招来批评不断。
