　　8日上午8点30分，当地海事部门检查官查验发现，靠泊在烟台港35号泊位的巴拿马籍货船“BLUENOUVELLE”存有应急消防泵无法启动、测深仪故障，火警报警系统失灵等10项缺陷，其中重大缺陷4项。鉴于该轮处于不适航状态，当地海事局依法对该轮滞留。

　　这是2014年1月1日东京备忘录港口国监督检查新机制实施以来，烟台海事部门滞留的第一艘外轮。

　　据悉，在今年开始实施的东京备忘录港口国检验新体系中，根据风险预测把船舶分为低风险船、标准风险船、高风险船共三档。港口国检查的频率取决于船舶经评估的风险等级。

　　巴拿马籍“BLUENOUVELLE”轮于1989年3月23日在日本建造，船长97米，船宽18米，总吨5506吨，上个航次由朝鲜开往中国烟台。

　　目前该轮正在烟台港进行缺陷纠正，经中国海事部门复查合格后方可开航。(完)
