“动批”的雏形大约形成于上世纪八十年代中期，那时候在动物园附近有一批路边服装摊位，大约是“铁皮蓝棚”类似于今天的庙会。近些年“动批”逐渐成型，是以世纪天乐、聚龙、金开利德等几家大型的服装批发市场建立为标志的，大约在04年前后。
箱包店的店主张女士是“老动批人”了，从04年刚有动批那会儿干到现在。她说，自己做的主要是零售这块，如果动批搬去郊区或者河北，基本上自己的生意就很难做了。
张女士：怎么可能去河北呢，我们针对的大多数客户是零售的，你觉得有人可能去河北零售吗？有一部分搞批发的会搬去，但是大多数零售的是不会去的。
商户小吴无奈地，自己前两年在动批给人打工，去年刚把店盘下来自己做，结果就碰上现在动批要搬迁：
小吴：我肯定不会跟着去的，我没必要死守着这个啊，我们还年轻，干别的也行。再说搬那边去我们也不方便。
曾参与动批等大型批发市场外迁论证的经济学家马光远认为，动批外迁，是经历了多次的考量与权衡，在兼顾各方利益后作出的选择。
马光远：据我所知，包括动批在内的批发业往外搬迁的整个过程已经论证了好几年，论证确立了搬迁的基本原则，一方面符合产业升级的要求，也要方便人民群众，也要考虑到从业人员的基本需求。
针对有媒体报道称，西城区对动批附近管理所付出的成本已远超动批创造的产值，西城区副区长孙硕表示，没有官方披露过此类数据。
孙硕：支付在动批附近的成本非常高，只有个定性的，但是没有定量的。
在动批干了九年的服装商户宋先生说，比起搬迁，他更操心这里越来越淡的生意，搬与不搬，他都得为未来早作打算了。
宋先生：走一步算一步，现在我也搞不清楚，比往年差多了。我刚刚把基本费干出来，没挣钱，一年白干了。往年没这样的。
记者：搬到河北的话您怎么打算？跟着去还是？
宋先生：可能不会去，我孩子在这上学。
而对于动批的未来，商户张女士则表示，她更希望能在原址升级改造，而不是迁走。
张女士：最好就是不要搬走，在这儿升级改造也可以。
在马光远看来，动批等批发市场的搬迁，不仅仅是几个批发市场从这里搬到那里这样的简单搬迁，其实是西城区整体产业结构升级的一个环节。
马光远：一方面是政府在推动，另一方面从市场本身来讲也有这方面的需要，就是未来你进行产业调整的话，这个地方租金会非常高，得不偿失，产业本身来讲也到了发展的一个瓶颈。
西城区副区长孙硕表示。北展地区产业结构调整升级，并不是简单的一刀切的搬离，“转移、调整、升级、撤并”这八个字将成地区产业结构调整升级主旨：
孙硕：转移是指动批市场中的批发市场和业态转移出北京中心城区，调整是指现有服装批发零售业态调整为服装零售、展览展示、现代电子商务等业态。升级是指在现有业态的基础上注入服装设计、科技金融等业态，搭建平台，提升该区域服装品牌的原创力，科技创新力和金融服务力，并向更大范围宣传推广。撤并是指现有摊位小档口逐步撤销合并，扩大经营面积，确保安全。
