新华网成都1月7日电（记者董小红、薛玉斌）中国红十字会常务副会长赵白鸽7日在看望雅安市芦山县龙门乡隆兴中心校学生时表示，截至2013年9月30日，中国红十字会已经接受芦山地震捐赠款物共计11．97亿元，其中大部分是社会组织、企业和个人捐赠，占全国芦山地震社会捐赠总量的40％。
“我们非常感谢社会各界的爱心，一定会管好、用好捐赠资金，确保每一分钱都能体现捐赠人意愿、用在最需要的地方。”赵白鸽说，在随后的工作中，中国红十字会将始终本着“人道、博爱、奉献”的红十字精神，竭尽全力为灾区服好务，为受灾群众服好务，为灾区恢复重建工作作出积极的贡献。
赵白鸽介绍，中国红十字会已与四川省政府签署了《关于援助芦山地震灾后恢复重建备忘录》，并联合组建了“中国红十字会雅安4·20芦山灾后恢复重建办公室”，加强项目申报、进度报告、资金拨付、质量监管等方面的指导，规范市、县红十字会灾后重建工作，确保重建项目的资金安全和工程质量。
记者了解到，截至2013年12月31日，中国红十字会系统援建雅安的254个灾后恢复重建项目，已经全部启动。其中新村项目40个，已开工建设24个，完成选址15个；卫生项目14个，已开工建设2个，完成投标1个，完成设计1个，完成选址9个；学校项目42个，新建部分已开工建设1个，完成设计14个，完成选址26个；村卫生室项目155个，完成设计20个，完成选址135个；备灾设施项目3个，均完成选址工作。
