2013年6月的一天，由凉山州州委某常委带队的工作组，到越西、甘洛两县督导工作。凉山州地处山区，很多道路不适合轿车或大巴车行驶，所以经过上级部门批准，每个部门都可以配备工作用越野车。可是各部门领导都习惯了坐自己的车，所以9部门仅仅15人的工作组，就开了10台越野车，行驶在凉山州崎岖的山路上。
当事人：缺乏责任意识和进取意识
四川省纪委党风政风监督室副主任郑学斌介绍：他(凉山州州委某常委)下去以后，县委县政府主要领导要带车，相应的对口的局也要来陪同他对口的领导，所以就形成了20来辆车的浩浩荡荡的车队，绵延一两公里的一条车的长龙。
陪同车辆越来越多，自然陪同人员也会越来越多。到了当晚吃饭的时候，一位常委身边已经聚集了很多人。而按照当时的规定，陪同接待人员最多也不能超过被接待人数。

本来是一顿工作用餐，却因为亲情友情，来了很多无关工作的人。于是9部门15人的工作组，加上县主要领导、9部门对口的县局办领导，就餐人数达到了60人。按照凉山州规定，类似的公务活动不上酒，可当晚也没有执行，而酒一喝起来自然也就难以控制数量。一顿晚餐下来，总费用达到15000多元，其中烟酒就8000多元，占了餐费的一多半。记者注意到，这位常委早在14年前恰好在这里担任县委书记，当时他曾提出要抵制“吃喝风、送礼风、赌博风、奢侈风”等四风，并在全县推行。
当事人：但14年以后的今天，我不仅没做表率，而且带头违反了中央八项规定，至少缺乏一个责任意识和进取意识。
凉山州改作风新规：不上酒不杀牛
四川省纪委查办这起大吃大喝案例，引起凉山州党委政府高度重视，以此为戒，凉山州结合当地的民情风俗，在八项规定基础上制定了改进工作作风、密切联系群众十项规定，其中有两点与众不同，那就是“不上酒、不杀牛”。
凉山州是全国最大的彝族聚居地，这里的彝族群众热情、淳朴、好客，尤其是在接待宾客的时候杀牛是最高的规格。
过去无论谁家里有婚丧嫁娶的事情，都要杀牛来招待宾客，渐渐地形成一种风气。
改变作风首先从公务接待入手，凉山州落实中央八项规定精神所提出的“不上酒、不杀牛”就是针对了过去公务接待中存在的这种陋习。
记者来到凉山州的时候，恰逢彝族新年还没有结束，每到一家都能感受到彝族群众热情好客的淳朴民风。
过去经常能看到的杀牛宰羊、全村人都要一起吃的坝坝宴没有了，更多的是一杯清酒、一句祝福。
