早报讯 为贯彻党中央、国务院关于加强大气污染防治和长三角区域合作的重要指示精神，由长三角三省一市和国家八部委组成的长三角区域大气污染防治协作机制，昨天正式启动，并在上海召开第一次工作会议。中共中央政治局委员、上海市委书记韩正主持会议。
国家环境保护部部长周生贤、上海市市长杨雄、江苏省省长李学勇、浙江省省长李强、安徽省省长王学军、国务院副秘书长丁向阳，以及国家发展改革委、工业和信息化部、财政部、住房和城乡建设部、交通运输部、中国气象局、国家能源局等部门负责同志和三省一市相关负责同志参加会议。
根据国务院《大气污染防治行动计划》相关精神，为加强长三角区域大气污染联防联控，经国务院同意，建立长三角区域大气污染防治协作机制。昨天的会议明确了“协商统筹、责任共担、信息共享、联防联控”的协作原则，明确五项具体职能：
一是协调推进党中央、国务院关于大气污染防治的方针、政策和重要部署在长三角区域的贯彻落实；二是研究长三角区域涉及大气污染防治的重大问题；三是推进长三角区域大气污染防治联防联控工作，通报交流区域大气污染防治工作进展和大气环境质量状况，协调解决区域突出大气环境问题；四是推动长三角区域在节能减排、污染排放、产业准入和淘汰等方面环境标准的逐步对接统一；五是推进落实长三角区域大气环境信息共享、预报预警、应急联动、联合执法和科研合作。建立起“会议协商、分工协作、共享联动、科技协作、跟踪评估”五个工作机制。
会议讨论了《长三角区域落实大气污染防治行动计划实施细则》，对当前和今后一个时期长三角区域大气污染防治重点工作进行了协调和部署。会议强调，近期要着重抓好几方面的协作和联合行动：
一是严控燃煤消耗总量，加快能源结构优化调整，大力推进中小燃煤锅炉清洁能源替代；二是严控产能过剩，加快污染企业结构调整和高标准治理；三是加强交通污染治理，加快落实油品升级，推广清洁能源车应用，全面淘汰黄标车；四是加强扬尘污染控制，对建设工地、道路保洁、渣土运输、堆场作业落实扬尘控制规范措施；五是通过法律、技术、经济等多种措施推进秸秆禁烧工作；六是加强大气重污染预警应急联动，做好空气重污染预警和应急预案的对接，建立环境、气象数据共享长效机制，加快建成长三角区域大气污染预测预报体系；七是加快推进大气污染防治政策和标准的逐步对接，优先推进油品标准、机动车污染排放标准、重点污染源排放标准实施的对接；八是推动大气污染的第三方治理，构建开放统一的环境服务市场；九是加强科技协作，共同组织开展区域大气污染成因溯源和防治政策措施等重大问题的联合研究；十是根据《大气污染防治目标责任书》要求，做好责任分解落实，加强跟踪评估和考核，确保各项措施落到实处。
