苏州规定出境看望国外定居子女可参照探亲假|苏州|出境|探望_新闻资讯

  本报南京1月5日电 (记者王伟健)越来越多的海外人才来苏创业就业。近日,苏州市政府常务会议审议通过了《苏州市华侨归侨侨眷权益保护办法》,这是苏州市第一部以“侨”为主题的政府规章,也是我国地级市中第一部将华侨纳入保护主体的政府规章。新出台的“办法”为苏州侨界撑起了一把保护伞,将于今年2月正式实施。


  目前在苏州创业的华侨华人有1.38万人,其中高层次人才占了一半以上。苏州市入选江苏省“双创计划”的403人中,85%是华侨华人,入选国家“千人计划”的专家141人,99%为华侨华人。在苏州注册投资的侨资企业近万家,占全市外资企业的1/3。


  随着大量华侨华人来到苏州,创业资金、知识产权、社会保险、子女入学、配偶就业等方面的需求和问题凸显。此次出台的“办法”为保护华侨、归侨、侨眷的权益提供了更全面、更详细的规定。


  子女入学是很多归国工作的海外人才面临的共同难题。此次新出台的“办法”规定,华侨子女在其国内监护人居住地就读义务教育学校的应当视同当地居民子女办理入学手续,依法享受免费义务教育。


  现在很多苏州年轻人定居海外,他们的父母盼望能有一些假期跟子女团聚。新出台的“办法”设定了弹性较大、不具强制力的规定,明确“本市在职职工探望出境定居子女的,所在单位可以参照职工出境探望父母的规定给予适当假期”。


  新出台的“办法”中还有一些专门针对归侨设置的优惠政策。目前,苏州市共有归侨202人,98%已退休,这些归侨同胞从小放弃了国外优越的条件回到祖国。为了体现对他们的照顾,“办法”规定,“归侨持苏州市归侨证参观园林、景区和寺庙宫观的,按照规定享受优惠”。


  对生活困难的归侨、侨眷,新出台的“办法”也规定给予一定程度的生活照顾。对符合相关条件的企业退休归侨,每人每月补助100元;低保家庭中有归侨居民的,归侨本人每月增发保障标准20%的保障金。


  苏州市侨办的相关人员表示:“这部规章,不仅为保护侨界人士的合法权益提供了保障,更有拴心留人的作用,来苏创业的华侨华人将更安心地在苏州工作生活。”
