  今年1月1日起,江西省新余市正式在市直党政机关事业单位中推行公务用车制度改革,除大部分公车将被拍卖外,对参加车改的县级(含县级)以下人员分9档发放个人公务交通补贴。新余市的探索能否刹住车轮上的腐败,引发各界关注。


  【改革方案】


  保留130辆车 出市补助200元封顶


  根据方案,当地大部分公务车将面向社会公开拍卖处理。剩下为数不多的130多辆车由新组建的市公务用车服务中心集中管理,便于车改后远程公务用车和市内重大活动、抢险救灾、执法执勤用车等。


  “车改以不影响正常工作和公务运行效率为前提。远近结合,按市域内和市域外划分,采取货币化与市场化相结合方式保障。当工作人员到市区内公务活动时,统一使用公务用车改革市民卡,不能变现。当需要到市域以外公务活动时,鼓励使用社会公共交通,将按出差规定报销。而且补助有上限,市域外单次补助不得超过200元。”新余市机关事务管理局局长、市车改办副主任傅水珠说。


  新余市政府副秘书长、市车改办常务副主任龙生仁介绍说,涉改的700余辆车经有资质的评估机构评估后,除130多辆由新组建实行企业化运作的市公务用车服务中心选用外,其余车辆一律公开向社会拍卖,拍卖款项全部上缴国库。


  车改后,新余市将建立全市统一的跨部门、跨行业的综合执法用车平台,采取集中停放、统一标志、统一加油、统一维修等措施,对保留的必要执法执勤、应急公务用车及按规定配备的其他车辆进行管理,用车服务中心建立24小时全天候值班调度制度,确保满足应急公务用车需要。

  补贴存入专用卡 个人禁提现挪用


  公车改革中,车补标准往往是社会舆论最为关注的问题,也是人们判断公车改革诚意几何的重要标尺。


  据新余市纪委常委、市车改办副主任胡永良介绍,车改后工作人员交通补贴共分为两部分,一是个人公务交通补贴标准,从正县、调研员、副县到科员和办事员共分为9档,每人每月300元-2500元不等;二是单位公共交通经费。按照该单位个人公务交通补贴标准总和的10%-15%划拨。其中,个人公务交通补贴经费由车改单位按规定标准分月存入“新余市公务用车改革市民卡”,由个人包干使用,不得提现或挪作他用。


  “公务交通补贴标准与当地消费水平等相匹配。并按照行政级别和岗位,来确定各级别干部标准。把各种费用算在明处,减少隐形开支,从源头上遏制各种违纪违法行为的发生。”胡永良表示。

  公车改革直接节约500万


  据测算,车改后,新余全市在公车运行成本这一块,能直接节约的成本就有500万元左右,节约率约9%。如果加上长期的成本核算,新余市平均一年节约的行政成本最多可达1500万元左右,节约率能达到20%到25%。

  “没车接送 打算买私家车”


  一位副县级官员向记者表示,公车改革前,每天有车接送自己上下班,现在公车停用了,自己作为领导干部要带头严格遵守相关规定。他最近一直在关注车市,由于住的离单位较远,计划买辆私家车代步。


  【观点】


  民众质疑月补千元太高


  记者在新余采访时,当地一些老百姓认为,从源头上将公车数量减少,让官员没有“专车”,而且对剩下的公车统一标示,让群众看到了政府部门治理公车腐败的决心。但也有部分民众质疑,提到车补动辄就每人上千元,建议按照老百姓的月均上下班交通费情况,来制定每月的党政机关工作人员交通费补贴标准。


  “有些岗位平时外出公务活动不多,是否可考虑少给补贴。另外如一些县乡干部,辖区内动辄几百个村子,公务用车配备不灵活有可能影响日常工作。有很多事不是一个电话就能解决的,需要官员下基层,到群众中间去协调解决。”国家行政学院教授王伟认为,车改过程中,应该尽量避免出现“一刀切”的情况。
