【改革方案】
保留130辆车 出市补助200元封顶
根据方案，当地大部分公务车将面向社会公开拍卖处理。剩下为数不多的130多辆车由新组建的市公务用车服务中心集中管理，便于车改后远程公务用车和市内重大活动、抢险救灾、执法执勤用车等。
“车改以不影响正常工作和公务运行效率为前提。远近结合，按市域内和市域外划分，采取货币化与市场化相结合方式保障。当工作人员到市区内公务活动时，统一使用公务用车改革市民卡，不能变现。当需要到市域以外公务活动时，鼓励使用社会公共交通，将按出差规定报销。而且补助有上限，市域外单次补助不得超过200元。”新余市机关事务管理局局长、市车改办副主任傅水珠说。
新余市政府副秘书长、市车改办常务副主任龙生仁介绍说，涉改的700余辆车经有资质的评估机构评估后，除130多辆由新组建实行企业化运作的市公务用车服务中心选用外，其余车辆一律公开向社会拍卖，拍卖款项全部上缴国库。
车改后，新余市将建立全市统一的跨部门、跨行业的综合执法用车平台，采取集中停放、统一标志、统一加油、统一维修等措施，对保留的必要执法执勤、应急公务用车及按规定配备的其他车辆进行管理，用车服务中心建立24小时全天候值班调度制度，确保满足应急公务用车需要。

补贴存入专用卡 个人禁提现挪用
公车改革中，车补标准往往是社会舆论最为关注的问题，也是人们判断公车改革诚意几何的重要标尺。
据新余市纪委常委、市车改办副主任胡永良介绍，车改后工作人员交通补贴共分为两部分，一是个人公务交通补贴标准，从正县、调研员、副县到科员和办事员共分为9档，每人每月300元-2500元不等；二是单位公共交通经费。按照该单位个人公务交通补贴标准总和的10%-15%划拨。其中，个人公务交通补贴经费由车改单位按规定标准分月存入“新余市公务用车改革市民卡”，由个人包干使用，不得提现或挪作他用。
“公务交通补贴标准与当地消费水平等相匹配。并按照行政级别和岗位，来确定各级别干部标准。把各种费用算在明处，减少隐形开支，从源头上遏制各种违纪违法行为的发生。”胡永良表示。

公车改革直接节约500万
据测算，车改后，新余全市在公车运行成本这一块，能直接节约的成本就有500万元左右，节约率约9%。如果加上长期的成本核算，新余市平均一年节约的行政成本最多可达1500万元左右，节约率能达到20%到25%。

“没车接送 打算买私家车”
一位副县级官员向记者表示，公车改革前，每天有车接送自己上下班，现在公车停用了，自己作为领导干部要带头严格遵守相关规定。他最近一直在关注车市，由于住的离单位较远，计划买辆私家车代步。

民众质疑月补千元太高
记者在新余采访时，当地一些老百姓认为，从源头上将公车数量减少，让官员没有“专车”，而且对剩下的公车统一标示，让群众看到了政府部门治理公车腐败的决心。但也有部分民众质疑，提到车补动辄就每人上千元，建议按照老百姓的月均上下班交通费情况，来制定每月的党政机关工作人员交通费补贴标准。
“有些岗位平时外出公务活动不多，是否可考虑少给补贴。另外如一些县乡干部，辖区内动辄几百个村子，公务用车配备不灵活有可能影响日常工作。有很多事不是一个电话就能解决的，需要官员下基层，到群众中间去协调解决。”国家行政学院教授王伟认为，车改过程中，应该尽量避免出现“一刀切”的情况。
