年龄越小出入网吧比例越高
调研报告称，部分在校学生上网时间较长，且年龄越小的在校生，出入网吧的比例越高。

结果显示，78%的在校学生上网不定时段，约22%的学生定时上网；在上网时间统计中，2小时以内(含2小时)约占69%，而4到12小时的占到近31%，上网的主要时间集中在节假日，占总调查的93%。
赵丽霞称，调查结果反映出年龄越小的学生，父母对其使用互联网的管理越严格，其上网地多在网吧，初中生样本中，有74%的在校生在网吧上网；而高中生，由于父母对其上网相对宽松，有近89%的人上网地点为家里和学校。
令人惊讶的是，调查发现，仅8%的中小学生认为互联网能影响学习、影响生活。

抽样调查结果分析显示，网络存在着诱发青少年犯罪问题。现在进出网吧的大多是中小学生，他们大多没有收入，为了能弄到进网吧的钱，有的结伙敲诈，有的偷盗抢劫。
“这两年调查发现，网络对青少年影响确实很大，很多未成年人就是因为接触网络不良信息或沉迷网络，而走上犯罪道路的。”赵丽霞说。
调查结果分析，青少年长期泡吧视力下降，过度疲劳，再加上电游、网吧空气混浊，人口密度大，卫生、环境条件极差，严重影响身体健康。而一些渲染色情、暴力、邪教或反动的网站，正在影响着一批青少年的生活。
迫切重视网络环境净化工作
如何净化网络，让青少年健康上网？
呼市团委副书记张苏伟说，青少年是互联网的主要用户，迫切要求重视网络和新媒体环境净化工作。希望人大代表、政协委员能在“两会”期间呼吁，集中发声，引起全社会对网络和新媒体环境的重视，推动净化网络和新媒体环境相关法律法规政策出台，形成宣传教育青少年健康文明上网的强大工作合力。
同时，呼市团委调研报告建议，呼市市委市政府应投入一定的人力、物力和财力，由青少年教育系统统筹规划，建立专门为中小学生服务的安全放心教育网站，为不同年龄的中小学生提供包括道德教育、科技知识、游戏等内容丰富的信息服务。并以电信、公安、安全等技术部门为主，建设一支网络“监督队”，及时清理不良和有害信息，过滤和屏蔽反动和其他不良网站，保障网络传播信息的健康和安全。并建立科学、严格的网吧监管机制，工商、公安、文化等执法部门，加大对“黑网吧”、超范围经营网吧进行清理和整治，坚决取缔“黑网吧”，坚决杜绝违法网吧的发展。
座谈会上，部分呼市人大代表、政协委员针对调研报告的建议表示，将关注净化网络和新媒体环境，促进青少年健康成长的共性问题和建议意见形成议案、提案，在即将召开的呼市“两会”上进行提交。
出席座谈会的呼市政协社会和法制委员会主任张慧田表示，网络和新媒体环境问题已经成为一个广泛关注的社会问题，青少年健康成长的社会环境需要各职能部门、政协相关工作机构、政协委员乃至全社会共同营造。
