气候公报显示，2013年北京大风偏少，观象台仅有1天出现大风，比常年(12.6天)、近十年均值(7.8天)明显偏少，为1951年以来最少年份。沙尘略多，2013年观象台沙尘日数为12天，略多于常年(10.1天)，比近十年均值(5.5天)及2012年(1天)明显偏多；沙尘日数多数出现在秋季，共为9天，为1961年以来同期最多。
2013年北京地区平均气温为11.3摄氏度，接近常年(11.4摄氏度)及十年均值(11.6摄氏度)，比2012年(11.0摄氏度)偏高0.3摄氏度。季节差异明显，上半年气温以偏低为主，下半年以偏高为主，11－12月与常年比较气温偏高1.1摄氏度。观象台极端最高气温为38.2摄氏度，出现在7月24日；极端最低气温为零下14.1摄氏度，出现在1月5日。
8月中下旬的闷热天气使得北京城区日供水量及电力负荷连创新高。8月15日，北京地区电网最大负荷达到1775.95万千瓦，再次突破历史最高纪录。8月26日城区日供水量创出历史新高，达298万立方米。
此外，北京地区2013年降水量为508.4毫米，比常年(545.9毫米)、近十年均值(545.3毫米)和2012年(758.7毫米)分别偏少6.9%、6.8%和33%。
公报注明，统计口径“常年”指1981－2010年，“近十年”指2003－2012年。
