　　目前全市有765处人防工程有散户居住

　　北京青年报记者从昨天召开的2014年全市民防工作会议上获悉，自2011年以来，本市地下空间居住人口已经减少了6万余人。目前全市还有765处人防工程有散户居住，存在安全隐患，有待整治。市民防局局长刘宝杰表示，对这765处人防工程，今年将进行挂账综合整治，通过关停、转型等措施，实现消除人防工程散租住人。其中重点是列入市政府为民办实事项目的238处，将保证完成清理，其余的力争在今年内完成清理。

　　据市民防局工程管理处处长周响平介绍，在这765处人防工程中，有192处合同尚未到期，不会予以强制腾退；其他合同到期的将首先进行清理。地下人防工程散租户最多的是丰台区，今年已确定整治100余处。记者了解到，丰台区2013年就有300处人防工程列入市政府督办的整治任务，都已提前两个月完成清理。

　　今年新增1.8万个地下停车位

　　对于腾退出来的人防工程，市民防局表示，将实行属地管理，用于建设地下车库、社区娱乐中心、便民菜市场、防灾宣教中心等便民服务场所。今后的目标是：公益便民类工程不低于在用人防工程总建筑面积的80%，限制使用类工程不超过在用人防工程总建筑面积20%。

　　以朝阳区常营乡为例，2012年完成整治了5处人防工程，建筑面积超过4000平方米，原来共有200多户群租住户。去年，按照“谁使用谁出钱”的原则，5处人防工程相继完成装修，以新的面貌投入使用，分别成为社区居民娱乐中心、党员活动室、民防指挥宣教中心、物业办公、物业宿舍、地下车库、社会办公等场所，其中5个地下车库共提供近千个停车位。今年随着地下人防工程整治的加快，常营地区还会有2至3个地下停车场投入使用。

　　据了解，目前全市有近60万个地下停车位，其中由人防工程提供的约有23万个。今年，本市还将新竣工备案人防工程100万平方米以上，利用人防工程为社会提供不少于1.8万个地下停车位。

　　今年试鸣防空警报

　　北青报记者还从会上获悉，今年北京将结合人民防空演习，组织防空警报试鸣，逐步扩大鸣响范围。还将进行警报试鸣社会调查，为首都地区确定警报试鸣日、统一试鸣防空警报作好准备。所谓统一试鸣，是指由北京市民防局统一鸣响防空警报器，可以通过电视台、广播、多媒体屏多种形式传播，警报器分为电声、电动警报器两种。今年可能先在部分区县和重要经济目标鸣响警报，但具体时间待定。
