据介绍，国土资源部、农业部已经达成共识，决定共同做好这项“划红线”工作。划定永久基本农田将先从控制发展规模500万人口以上大城市的周边开始，由大到小，逐步覆盖各类城市和小城镇；由近及远，从城市周边扩展到广大农村，覆盖全部基本农田。
姜大明说，要正视中国耕地保护面临的严峻形势。中央反复强调，18亿亩耕地红线没有讨价还价余地。这既是对有关部门和各级地方党政领导的一道明令，也为严防死守耕地红线提供了政治纪律保障。
据介绍，中央要求东部三大城市群发展要以盘活土地存量为主，今后将逐步调减东部地区新增建设用地供应。除生活用地外，原则上不再安排人口500万以上特大城市新增建设用地。中国城市建设无序发展，原因就是没有控制好开发强度，没有划定城市开发边界。
姜大明表示，农村宅基地制度改革要以确权登记颁证工作为基础，坚持一户一宅原则，不允许城里人到农村买地建房的所谓“逆城镇化”行为。
姜大明说，改革和完善农村宅基地制度是一块硬骨头。此项改革的难点在于，农户住房和宅基地密不可分，如果住房可以转让，宅基地能否转让，能不能走农村土地承包权与经营权分离的路子，尚需在改革试点过程中认真探索。当前这项工作要与正在开展的农村集体建设用地及宅基地确权登记颁证紧紧结合起来。
