有记者问：针对《海南省实施<中华人民共和国渔业法>办法》，美国国务院发言人普萨基9日在记者会上称，中方限制他国在南海争议海域的渔业行动，是具有挑衅性和潜在危险性的行为。中方对此有何评论？
对此华春莹说，昨天已就此表明了中方立场，中方对美方有关言论表示不满和反对。
华春莹表示，中国是陆海兼备的国家，有着漫长的海岸线和众多的岛礁。根据相关国际法和普遍国际实践及国内法的规定，中国政府有权利也有义务对有关岛礁和海域的生物及非生物资源进行管理。30余年来中国有关渔业法律法规一直在正常实施，并未引起过什么紧张。如果有人非要说对一部业已实施多年的地方渔业法规进行技术性修订，会对整个地区和平稳定构成威胁，那不是缺乏起码的常识，就是别有用心、居心叵测。
华春莹说，中国在南海的权益主张是一贯的、明确的，根本不需要通过一部地方法规来加强。作为南海沿岸国，中国一直是维护南海和平稳定、推动南海合作与发展的坚定力量，始终致力于同直接有关的当事国通过协商和谈判解决有关争议。正是在中国与有关国家的共同努力下，本地区保持了长期和平稳定与繁荣。
华春莹说，如果美方认真研究中国《立法法》、《渔业法》和海南省此次修订的《实施<渔业法>办法》及各自的法律实践，就会发现《办法》中有关外国渔船进入中国管辖海域的规定与1986年制定《渔业法》并无二致。这只能说明，不是法律法规有问题，而是解读者自己的心理有问题。
华春莹强调，如果美方是真心维护地区和平与稳定，就应该尊重和支持有关国家通过直接对话谈判妥善解决问题的努力，就应该恪守承诺，谨言慎行，为南海合作发挥建设性作用，避免发出任何错误信号。
