刘岳建议，从小学一年级起，就在相关课程中引入防性侵害教育内容，每学年关于该内容的课程不低于五个课时，还可以通过多种途径引入该课程，如在生理卫生教育课程中同时授课、在课外活动小组中以情景剧模式引入、在实践课中用模型或多媒体进行演示。
他建议，合理设置防性侵害教育课内容。具体包括三部分：一是小学生对自身隐私部位的保护，明确身体的哪些部分为隐私部位，应注意不让他人触碰；二是如何面对他人的性骚扰和性侵害，在面对侵害时不要害怕，寻找机会摆脱侵害人，在有人的地方大声呼救等；三是在受到性侵害之后应及时告诉父母、老师或其他长辈。
刘岳认为，要重点加强对留守儿童的防性侵害教育，尤其是注意弥补监护的不足，可以在乡村小学设立专门的学生报告通道，由防性侵课程授课教师值班，及时为学童提供保护，创造良好的救济环境。
